Princess Basma attends free medical day in Irbid

AMMAN — The Jordan University of Science and Technology's (JUST) Dentistry College, in cooperation with the Goodwill Campaign, on Tuesday organised a free medical day in Irbid, in the presence of HRH Princess Basma, president of the Goodwill Campaign’s higher committee. On the occasion, Princess Basma launched the "My teeth, my health" initiative that seeks to provide care for the elderly, the Jordan News Agency, Petra, reported.

The campaign provided specialised clinics of internal medicine, cardiology and ophthalmology, while the Shami Eye Centre offered free sight check-ups. Free coupons of JD100 each were offered for cases that require further treatment. Princess Basma attended presentations delivered by dentistry students, and praised the university, students and its faculty members.

AMMAN — A lecture on the relevance of popular leaders and people-led institutions saw the attendance of hundreds of people eager to learn about the requirements needed for building grassroots power networks.

Titled "People Power in Struggling Democracies: Leadership, Organising and Movement", the lecture was organised on Monday by Ahel Association for Community Organising and conducted by American lecturer Marshall Ganz.

The lecture was attended by representatives from local NGOs and civil society organisations, members of the health, education and tourism sectors and academics, among others, according to the organisers.

After being introduced by Nisreen Haj Ahmed, director of Ahel, Ganz started off by offering a sociological exploration of the term "leader". 

"As a leader, you have to ask yourself three questions: Who are the people in need of a leader [aka my people]?; what are the changes these people need [and want]?; and how can I work with them to turn our shared skills into the change they want?," he questioned.

Ganz drew on his personal lifelong experience researching the US Civil Rights Movement, the California farm workers’ movement, and the first Obama campaign, among others, to assess the intricate links between leadership, organising and social movements.

"Organising is a way of identifying, recruiting and developing leadership by building a community around leadership and building power out of a community," the senior lecturer said, adding "organisers bring people together, challenging them to act on behalf of their shared values and interests".

He stressed the difficulties of exercising and retaining leadership, saying "leadership is about accepting responsibility for enabling others to achieve shared purpose under uncertainty; leadership not so much of a position of power or a theory and more of a practice”.

Noting that organising is not only about "changing the self but about changing the world", he stressed that "it means translating insights, energy and understanding into something that actually reorganises the environment out there".

"It was truly inspiring to listen to Ganz's lecture, and to see the attendance of so many representatives of successful community based institutions and initiatives in Jordan", said Saddam Sayyaleh, a participant in the lecture and founder of social NGO ILearn.

"As someone working in a grassroot level organisation, the lecture completely changed my perspective about community organising and the role of a leader to help accomplish justice hand in hand with community members," he added.

Highlighting the many remaining authoritarian regimes across the globe, Ganz discussed the successes and challenges in building people power, as democracy becomes more and more threatened everyday. 

"You may have noticed that world peace has not broken out yet, prosperity is not yet shared by all," he commented, adding in response to an attendee's question "every target resists change until it materialises; organisers need to cultivate not only a safe space but also a courageous environment for dialogue and expression in order to grow as organisers … on the basis of responsibility and accountability.”

For Sally Shalabi, a Jordanian storyteller who attended the lecture, some of Ganz's remarks resonated deeply. The lecturer indeed referred to her field of work by saying “storytelling is the language of the heart. It safeguards leaders in moments of hesitation and fuels their energy in the face of uncertainty”.  

"Ganz's remarks were an awakening. Sometimes, learning is an articulation of what you know but are unaware of knowing," she commented.

Ganz's organising approach has been adapted in Canada, Japan, the Balkans, China, the Middle East, according to online sources.

 

Ahel, a non-profit organisation that seeks to "build people power and organise their resources towards achieving justice, freedom and dignity", has supported 16 campaigns over the past five years, according to an organisation statement.

Water company cuts supply to defaulters as unpaid bills reach JD30 million

AMMAN — The Yarmouk Water Company, which manages water and wastewater services in the northern governorates, is suspending water supply from subscribers who have unpaid water bills, company's director Hassan Hazaimeh said on Tuesday.

The company last year initiated a campaign to collect water debts and cut water services from subscribers who have not paid their water bills, Hazaimeh said.

"The collective amount of unpaid water bills in Jerash, Irbid, Ajloun and Mafraq, where the company operates, stands at JD30 million," Hazaimeh told The Jordan Times.

Over the past year, the company managed to collect JD2 million out of the total outstanding water bills, he said, noting that the company is pressing ahead with its "strict campaign".

"The company, however, started a new approach this year in addressing the issue of unpaid water bills. We are sending messages via the messaging mobile application Whatsapp to notify subscribers with due water bills of the date of cutting off the water service," Hazaimeh said.

Via its mobile number, 0797677782, the company is texting subscribers who have due water bills with notifications of the date of the planned water suspension one week ahead, he said, noting that this notification seeks to give subscribers another chance before cutting off their water services.

"There is a large number of subscribers who don’t pay their water bills. But the number of subscribers with substantial outstanding water bills stands at 15,000 subscribers," he noted.

The company provides water services to 328,000 subscribers and wastewater services to 140,000 subscribers in the four northern governorates, Hazaimeh said, noting that it annually pumps some 87 million cubic metres of water.

"Collecting the unpaid water bills helps us sustain the water services in the north and also allows us to initiate new water projects and dig new wells to improve water supply," Hazaimeh noted.

The Ministry of Water and Irrigation last year announced that it was seizing the assets of water subscribers in the northern region who failed to pay their bills. The names of water subscribers with outstanding bills have been published in the Official Gazette.

"The campaign is ongoing to collect all unpaid water bills in different parts of the country," ministry's spokesperson Omar Salameh said on Tuesday.

 

The Department of Land and Survey, all the banks, the Driver and Motor Vehicle Licensing Department, the Income and Sales Tax Department and other government agencies have all been notified to place a notice that the assets of subscribers with unpaid water bills will be seized.

US vice president Pence to visit Jordan on January 21st

AMMAN — US Vice President Mike Pence is expected to visit Jordan on January 21st during which he will meet with  His Majesty King Abdullah, the Jordan News Agency, Petra, reported, citing an official.

Pence will visit the Kingdom as part of a regional tour that will also take him to Egypt and Israel.

“The Vice President is traveling to the Middle East to reaffirm our commitment to work with the United States’ allies in the region to defeat radicalism that threatens future generations,” said Alyssa Farah, Press Secretary for the Vice President, according to a statement on the website of the White House.

“The Vice President is looking forward to meeting with the leaders of Egypt, Jordan, and Israel to discuss ways to work together to fight terrorism and improve our national security," Farah said.

Bank adoption remains low across Jordan

AMMAN - Less than half of the population over 21 years of age in Jordan have bank accounts, a survey by the Arab Advisors Group showed Tuesday.

The study, which was conducted with 925 individuals over 21 years of age, revealed that around 45 per cent of the respondents have bank accounts in one or more of the operational 25 banks in Jordan.

The survey indicated that bank adoption among male respondents was higher than among female respondents, where 57.6 per cent of male respondents reported having bank accounts, according to a statement by the group emailed to The Jordan Times Tuesday.

The survey was conducted based on the demographic breakdown of 12 governorates in Jordan.

Teenager arrested after 18-year-old stabbed to death in Jerash

AMMAN - Authorities on Tuesday said they arrested one person in connection with the stabbing to death of an 18-year-old man in Jerash governorate.

The suspect was born in 2002, the Jordan News Agency, Petra, reported, citing security sources.

The sources added that a group of unidentified persons set the house of the suspect's parents on fire following the incident with no losses in life reported.

AMMAN — His Majesty King Abdullah on Monday voiced appreciation for the “sincere efforts” exerted by the parliamentary committees during 2017, a Royal Court statement said.

At a meeting with Lower House Speaker Atef Tarawneh and the presidents of House committees at Al Husseiniya Palace, His Majesty stressed that the essential economic reforms being implemented must take into consideration protecting the low-income Jordanians and empowering the middle class.

Despite the economic challenges facing Jordan, the King said, there are reasons for optimism, stressing the importance of tackling the public debt with focusing on economic growth.

"We should not deceive ourselves and work hard with a different approach for 2018,” said His Majesty, adding that he is optimistic as Jordan has the capability to advance its development process.

He noted that the major challenge facing Jordan is economy, poverty and unemployment, as well as the need to protect the middle-and low-income segments, noting that the Lower House will now have various priority pieces of legislation such as the Income Tax Law that will address tax evasion.

During the meeting, the King stressed that all institutions must carry out their responsibilities and start preparing programmes and strategies to stimulate economic growth and develop human resources. 

“Any given official must be strong enough to take decisions that he is confident of,” the King added.

He highlighted the importance of reforming the public sector’s institutions alongside the reforms being implemented by the Jordan Armed Forces-Arab Army and the security bodies.

The King urged all officials, senators and deputies to lend a hand in implementing the 2018 reform programme.

King Abdullah said that he has presented many discussion papers to Jordanians, however, he did not see serious application of them by concerned institutions.

The papers include ideas that have to be applied on the ground, His Majesty stressed.

He underscored the importance of the rule of law, expressing his rejection of interfering in the work of judges by officials or lawmakers.

King Abdullah said that “it is not right to respect the law outside and attempt to breach it inside Jordan”.  

On Jerusalem, His Majesty reiterated Jordan’s constant stance towards the Palestinian issue and Jerusalem.

He stressed that no position or decision will change the historic and legal rights of Muslims and Christians in Jerusalem.

The King said that Jordan will be in contact with the US administration to avoid affecting Jordan’s interests.

He said that coordination with Arab countries is continuous to reach stances that help overcome challenges.

On the Syrian crisis, the King noted that the tripartite deal between Jordan, the US and Russia on a ceasefire and creating a de-escalation zone in the south of Syria will contribute to a political solution and protecting the Jordanian interests.

The Monarch stressed that Jordan supports all initiatives that would lead to a solution with Geneva path with ensuring the unity of Syria.

For his part, Tarawneh said that the Lower House has passed 14 laws including the general budget law, stressing the importance of a package of laws related to the economic reform that has been endorsed by MPs.

During the meeting, the committees’ presidents outlined their achievements and the laws enacted. 

They highlighted the importance of fighting tax evasion and corruption and reforming the public sector, empowering women and youth and intensifying the investment attraction efforts.

 

The MPs praised His Majesty’s role as the Custodian of the holy places of Jerusalem, in defending the rights of Palestinians and protecting the holy city.  

Gov’t announces new price list for bread

Sector leader expects less consumption after lifting subsidies

AMMAN — The government on Monday announced the new prices for bread as of February 1, after lifting decades-long subsidies.

At a press conference, Minister of Industry, Trade and Supply Yarub Qudah said that the prices will be JD0.40 for small pita bread, JD0.32 for large pita bread and JD0.35 for Arabic bread (Mashrouh) per kilogramme.

Qudah told reporters that the prices will remain unchanged till the end of 2018 as the Kingdom has sufficient reserves of wheat.

Other products of bakeries, which are already not subsidised, will not be affected by the new decision, the minister added.

With this measure, Qudah said, the government will save JD50 million in subsidies that used to amount to around JD120 million annually, of which only JD45 million was directed to Jordanians as more than a third of the population are non-citizens and have been benefiting from the subsidy system. 

He said that 35 per cent of the population are not Jordanians, and they consume 40 per cent of the bread.

“Jordanians consume 35 per cent [of the bread], 40 per cent go to non-Jordanians and 25 per cent go waste,“ the official said, citing studies.

The minister said the new approach is based on supporting people not commodities. 

"Several countries around us have switched from supporting commodities to supporting citizens,” Qudah said, adding that the cash compensation will be delivered to those who deserve it.

Responding to a question on the effect of the decision on local restaurants, the minister stressed that he does not expect them to raise their prices.

Qudah said that the price of a tonne of flour on the markets stands at JD235, while the government sells it to bakeries for JD50, noting that supporting the commodity used to create black markets and lead to other illegal practices.

On the mechanism of delivering the cash support (which totals JD171 million in a form of a social safety net), Qudah said that the government will support military and civil public employees and retirees of military, government and the Social Security Corporation, in addition to the beneficiaries of the National Aid Fund by transferring the cash subsidies to their salaries without the need to apply. 

The rest of support-eligible citizens will receive the support quarterly or biannually by subscribing to the government site (www.da3mak.jo) and app (daamak) and filling in the national number, the number of family members, monthly income and the bank account.

For those who have no bank account or do not want to open one, the government will choose one or two banks where beneficiaries can receive their subsides any time of the year.

Children of Jordanian women married to non-Jordanians are eligible for the cash subsidy. 

So far, 200,000 people have applied to the website, the minister said.    

For his part, Bakery Owners Association President Abdul Ilah Hamawi said at the presser that the bakeries will comply with the government price policies and instructions.

 

Hamawi expected a reduction of bread consumption after applying the new mechanism, as it would lead to changing the consuming patterns.

17 suspected terrorists to face trial for major terror plot

Arrests made in November for scheme to attack set of targets

AMMAN — The General Intelligence Department (GID) on Monday announced that it had foiled a terrorist plot that was planned in November by a “cell affiliated with Daesh” terror group.

The suspected cell members intended to carry out several terror operations simultaneously with the aim of destabilising national security and spreading chaos and fear among citizens, the Jordan News Agency, Petra, reported.

Acting on intelligence, GID agents arrested 17 suspects who are believed to be involved in the plot, and seized weapons and materials that were supposed to be used in the terror plot.

During interrogation, the cell members reportedly revealed that the group had prepared a comprehensive plan to carry out the assault after examining the targets and set a mechanism to carry out the plot.

Among the targets were security and military centres, malls, media outlets and moderate religious figures.

The cell members planned to secure financial support to carry out their plots through robbing banks in Ruseifa and Zarqa and stealing vehicles to sell. They also planned to manufacture explosives through using basic ingredients available in the market.

All the detained members were referred to the State Security Court’s (SSC) prosecutor general, who started investigating and indicted the suspects with plotting to carry out terrorist acts, promoting the ideologies of a terror group and involvement in carrying out acts of terrorism. 

They have also been indicted with selling weapons and ammunition, securing funds money and possessing weapons for purposes of carrying out terror acts.

All the detained members will be referred to the SSC once the prosecutor completes all the procedures, Petra said. 

FM briefs Mogherini on outcome of pan-Arab meeting

AMMAN — Foreign Minister Ayman Safadi on Monday underlined the role of the EU in breaking the stalemate in the efforts seeking to put an end to the Palestinian-Israeli conflict on the basis of the two-state solution. 

Safadi's remarks came during a phone call with High Representative of the EU for Foreign Affairs and Security Policy Federica Mogherini. He briefed the EU top diplomat on the outcomes of the Saturday meeting of the Arab League ministerial working group in Amman, the Jordan News Agency, Petra, said.

The Arab ministerial team comprises the foreign ministers of Jordan, Egypt, Palestine, Morocco, Saudi Arabia and the UAE, as well as the Arab League chief.

Their mandate is to follow up on the negative consequences of the US decision on Jerusalem and explain its dangers in view of the historical and religious status of Jerusalem for Arabs and Muslims.

The ministerial delegation was named upon Arab League decision 8821, which was issued in an Arab League Council meeting called for by Jordan and Palestine in December.

Safadi told Mogherini that the Arab states have agreed to push for an international recognition of Palestinian state on the pre-1967 borders with East Jerusalem as its capital, Petra said.

The minister and the EU foreign policy chief agreed on the need for serious and effective efforts to resolve the long-running Palestinian-Israeli conflict on the basis of the two-state solution and the relevant international resolutions, according to Petra.

Safadi held talks with Mogherini in Brussels in December that focused on the consequences of the US decision to recognise Jerusalem as Israel’s capital. 

In a related development, British Foreign Minister Boris Johnson told his Palestinian counterpart Riyad Al Malki on Monday  that occupied Jerusalem should ultimately be the shared capital of Israeli and Palestinian states, a statement from Britain’s foreign office said, cited by Reuters

“I reiterated the UK’s commitment to supporting the Palestinian people and the two-state solution, the urgent need for renewed peace negotiations, and the UK’s clear and longstanding position on the status of Jerusalem,” Johnson said.

“It should be determined in a negotiated settlement between the Israelis and the Palestinians, and Jerusalem should ultimately be the shared capital of the Israeli and Palestinian states.”

Meanwhile, in his annual “state of the world” address, Pope Francis repeated his call for a two-state-solution between Israelis and Palestinians and respect for the “status quo” of Jerusalem following US President Donald Trump’s decision to recognise the city as Israel’s capital.

Addressing ambassadors from more than 180 countries Francis said, “We reiterate our call to abide by UN resolutions and to respect the joint commitments over the status of Jerusalem, which is sacred to Christians, Jews, and Muslims.”

Washington’s new ambassador to the Vatican, Callista Gingrich, attended along with her husband, former speaker of the US House of Representatives, Newt Gingrich.
