Ambassador to Russia meets Orthodox Patriarch over religious cooperation

AMMAN — Jordan’s Ambassador to Russia Amjad Adayleh and Patriarch Kirill, the Patriarch of Moscow and all Russia, on Wednesday discussed the cooperation between Jordan and the Orthodox Patriarch to promote Jordan, especially the Baptism Site, as a destination for Christian pilgrims, the Jordan News agency, Petra, reported.

Patriarch Kirill expressed his appreciation and admiration of Jordan under the leadership of His Majesty King Abdullah and its constructive role in protecting the Christian presence in the region by establishing a residence for Russian pilgrims at the Baptism Site.

The Patriarch praised Jordan’s efforts in hosting refugees, including Christians who fled war torn neighbouring countries.

For his part, Adayleh hailed the Orthodox Church role in promoting values of dialogue and tolerance and protecting Christians in the region.He reviewed efforts in promoting Jordan as an “important” Christian religious site and attracting Russian tourists, referring to the steps taken by the concerned authorities to provide facilitations to visitors of religious places, mainly the Baptism Site.

UJ ranked 151 in Times Higher Education global ranking

AMMAN — The University of Jordan (UJ) was ranked the 151h among the top 200 universities worldwide, according to the 2018 Times Higher Education (THE) ranking, the Jordan News agency, Petra, reported on Wednesday.

The report, which included 200 universities from 44 countries, ranked institutions founded between 1945 and 1967.

UJ President Azmi Mahafzah said: “The progress of the university today proves its universality and this is evidenced by its inclusion for the first time in this ranking, which is issued by one of the most important organisation.”

The classification is based on 13 indicators of performance, divided into five categories: education, scientific research, research citations, the international dimension and finally the industrial income which depends on the income resulting from cooperation with the industrial sector.

25 commercial shops in Deir Ala warned for violating health requirements

AMMAN — Deir Ala Health Directorate personnel gave four health violations and warned 25 commercial shops for violating health requirements during the third week of the holy month, the Jordan News Agency, Petra, reported.

Assistant director of Health Affairs for Deir Ala in Balqa Governorate, Manawar Ghousha, said that the inspection teams of the directorate gave four health violations and warned 25 shops for violating the necessary health requirements through 132 inspection tours during the third week of the holy month.

Ghousha added that four juice vendors were arrested for selling without proper licence and they were transferred to proceed with the legal requirements, indicating that the inspection teams will scale up their inspection tours this week on pastry shops and bakeries before Eid Al Fitr.

Ghosheh also said that Deir Ala health centre will open its doors to the visitors during Eid Al Fitr holiday, in addition to a doctor and four employees of the directorate.

 

Senate donates JD10,000 to JOHUD

AMMAN — The Senate, through its social solidarity fund that was established early last year, on Wednesday donated JD10,000 to the Jordanian Hashemite Fund for Human Development (JOHUD).

Senate President Faisal Fayez said that the Upper Chamber, as of Thursday, would extend financial assistance of up to JD160,000 to several institutions, the Jordan News Agency, Petra, reported.

The president called on all to shoulder national responsibility under these difficult economic conditions facing citizens and to have initiatives that aim at empowering citizens to face such challenges. 

King discusses ties, region with Arab leaders over phone

AMMAN — His Majesty King Abdullah on Tuesday received a telephone call from Palestinian President Mahmoud Abbas, during which they discussed the latest developments in the Palestinian arena, according to a Royal Court statement.

Also on Tuesday, His Majesty received a call from Bahraini King Hamad Bin Isa Al Khalifa, during which both leaders went over Jordanian-Bahraini brotherly ties.

During the call, both leaders highlighted the deep-rooted ties between Amman and Manama, voicing keenness to further develop them at all levels and continue consultation and coordination over various regional issues of joint interest, according to the Royal Court. 

Earlier, on Tuesday, His Majesty received a phone call from Saudi Crown Prince Mohammed Bin Salman, who is also a deputy prime minister and minister of defence, and discussed the “deep-rooted, brotherly ties between the two countries, as well as current regional developments”.

Discussions during the phone call covered the “solid relations” between the two peoples and keenness to advance them in all areas, while maintaining coordination and consultation on various issues, in service of mutual interests, according to a Royal Court statement.

Prime Minister-designate Omar Razzaz

Razzaz, the education minister in the outgoing government of Hani Mulki, holds a PhD from Harvard University in planning with a minor in economics, and a post-doctorate from Harvard Law School.

Earlier he served as chairman of the Jordan Strategy Forum and chairman of the board of trustees of the King Abdullah II Fund for Development. 

He also headed the International Commission for Evaluating Privatisation in Jordan (2013-2014) and led the national team responsible for preparing the National Employment Strategy in 2011-2012. 

Razzaz also served as director general of the Social Security Corporation (2006-2010). He also was country manager at the World Bank's Lebanon country office (2002-2006).

King entrusts Razzaz to form new gov’t

AMMAN — His Majesty King Abdullah on Tuesday entrusted Omar Razzaz with forming a new government, succeeding that of Hani Mulki, who resigned on Monday.

In the Letter of Designation to Razzaz, His Majesty said that the new government is tasked with leading a revival that harnesses the potential of Jordanians and ensures them quality services, a lean and efficient government system and a social safety system that protects the vulnerable within a fair tax environment.

His Majesty set a number of priorities for the government, foremost of which is to address the slow growth of the economy and the resulting decline in employment opportunities, especially among young people. Therefore, the King said, the priority for the government is to unleash and stimulate Jordan's economic potential to restore its potential for growth, competition and job generation.

His Majesty cited rising operational costs and red tape as obstacles that hinder the competitiveness of the economy and limit its potential, directing Razzaz and his in-the-making team to seek creative solutions within an action programme and a tight timeframe.

The government, the letter said, should immediately launch a dialogue in coordination with the Parliament and with the participation of parties, unions and various civil society institutions to come up with an income tax draft law, which the King described as indispensible and an entry point into an era of growth and justice.

 

Following is the official translation of the Letter of Designation:

 

In the Name of God, the Most Merciful, the Compassionate,

 

Your Excellency Dr Omar Razzaz,

 

I am pleased to convey to you a greeting imbued with a high sense of pride in Jordanians’ exemplary display of active, responsible citizenship over the past few days and in the dedicated patriotism of security agencies. I am full of hope that Jordan’s united family will overcome the difficulties ahead and advance into a better present and a brighter future.

I have known you as a patriotic man of the people, who enjoys a close connection with Jordanian youth, and a visionary who has left a positive mark on every public position you assumed in a number of leading national institutions. You have accumulated deep national and international experience that would, with the help of God and his blessings, aid you in undertaking this immense national responsibility before you.

Having accepted the resignation of Dr Hani Mulki’s Cabinet, we entrust you with forming a new government that upholds its tremendous national responsibilities in this critical phase and builds on reform and development efforts.

I direct you, as you embark on this mission, to launch a comprehensive national awakening that empowers Jordanians to harness their energies and pursue their dreams; and meets their needs through quality services, fair taxation, an agile, efficient government team, and a social safety net that protects the vulnerable. As you embark on achieving that, the following priorities and pillars will guide you in your duties and outreach to Jordanians:

The main challenge standing in the way of young Jordanians, as they pursue their dreams and ambitions, is economic slowdown and the resulting drop in job opportunities. Therefore, your government must give priority to stimulating and unleashing Jordan’s economic capabilities, so that it regains its potential to grow, compete and generate jobs.

There are, undoubtedly, key issues impeding our economy’s competitiveness and limiting its potential, foremost of which are rising operational costs and restrictive bureaucratic measures. While addressing these impediments under the current fiscal situation will be extremely challenging, your government must seek creative solutions within a well-plannedprogramme.

The government must immediately launch a dialogue, in coordination with Parliament and with the participation of political parties, syndicates, and various civil society institutions to deliverthe income tax law draft, which is a key socioeconomic legislation. formulating the income tax bill is the entry point into a new
socioeconomic approach, the crux of which must be achieving growth and ensuring justice.

As such, the government must undertake a comprehensive review of the tax system and tax burden, with a view to limiting indirect and regressive consumption taxes that do not differentiate between the rich and the poor; and with the aim of delineating the relationship between citizens and the state through a clear social contract that identifies rights and duties.

The pressure Jordan is facing must be an incentive to enhance the quality of services, rather than be an excuse for their decline. Imposing taxes and providing quality services go hand in hand. I will not accept anything less than excellent services from our institutions. Our education sector must provide a bright future for our children in a safe learning environment. The healthcare system must respect the dignity of our patients and provide first-rate medical services, of which we have been pioneers. It is unacceptable that our people suffer to reach their universities and places of work due to the absence of proper public transport networks in our governorates. A nation’s progress is measured by how it treats its most vulnerable; therefore, a social safety netmust be provided to support our poor.

The government must have administrative reform and enhancing public sector performance as a top priority and a higher national interest. There must be zero tolerance for any underperforming employee or official who impedes investment through bureaucratic measures or slow processing, thus squandering opportunities to generate jobs for our youth and help our economy grow. There should be no hesitation in holding to account officials who do not properly cater to the needs of service recipients at various state institutions, or do not utilise public funds with a sense of responsibility and in good conscience. In the same vein, the government must expedite implementation of the e-government project to enhance the level of service, reduce bureaucracy and control public spending.

Over the past years, Jordan has carried a heavy burden that would overwhelm the largest and most powerful of countries.The current difficult economic conditions are the result of accumulating pressures, the majority of which are external due to regional instability. They mainly include the rise in energy costs caused by the disruption of gas supplies from Egypt, the sharp drop in exports as a result of border closures in neighbouring countries dealing with security challenges, and the financial cost of security measures required to safeguard every inch of this homeland.

The Jordan Armed Forces-Arab Army, and all of Jordan’s security agencies continue to prove, time and again, to be the guardians of Jordan’s progress and achievement. They stand tall in the face of all enemies, and they have earned the respect and gratitude of us all. All state institutions are committed to supporting and empowering them to continue their exemplary performance.

The government is also required to continue political reform and build on what has been achieved in previous years. A review of legislation governing political life is needed to bolster the role of political parties and enable them to have a more effective presence at the House of Representatives. Governorate and Municipal Councils must also be supported and empowered to uphold their duties for the benefit of citizens across Jordan.

Dialogue, outreach and consensus-building are the key tools for government’s openness and engagement with other powers and with citizens. The government must listen to citizens and explain, transparently and objectively, the profound impact of the difficult economic conditions we have experienced and continue to experience; for understanding current conditions is vital to developing the necessary measures and laws to overcome these difficult economic times.

What has been outlined thus far are components of the vision needed to deal swiftly and effectively with pressing challenges and overcome the current difficult situation. They complement many directives I have underscored on several occasions and at various national forums, in pursuit of prosperity and progress for our nation and in the service of our citizens.

Recognising your experience and vision, and your active, sincere engagement with citizens, we await your nominations for the ministerial team, after you conduct the necessary consultations to select efficient, experienced, and responsible individuals who can shoulder the responsibility with you at this critical national phase. You will have my full support.

May God grant you success and help you shoulder your responsibility and serve our faithful people and dear country, so that Jordan remains a pillar of support for its Arab and Islamic Ummah.

Outgoing prime minister Hani Mulki resigned on Monday after a wave of anti-austerity protests by citizens suffering from high unemployment and repeated price hikes.

Hani Mulki submitted his resignation to the King during a meeting at Husseiniyeh Palace and the king accepted the resignation.

In a Tweet later in the day, Razzaz wrote that he was honoured by the designation, vowing to remain a dedicated soldier serving the country and praying that God will help him carry the burden of responsibility.

AMMAN — The Professional Associations Council announced on Tuesday that it will go ahead with another strike today in protest against the income tax draft law.

Head of the council Ali Obous, who is also president of the Jordan Medical Association, was quoted in Al Rai Arabic daily as saying that the planned nationwide strike will start at 9:00am on Wednesday, adding that a sit-in will be staged at the Professional Associations Compound in the capital’s Shemisani neighbourhood.

Obous said that the strike and sit-in, the second by the associations,  aim at pressing for a withdrawal of the 2018 the draft income tax law that the government of outgoing prime minister Hani Mulki sent to the Parliament early in May. 

Last Wednesday, thousands of citizens rallied in front of the professional associations compound to protest against the income tax, cyber crimes and civil service draft laws. The sit-in followed a nationwide strike called upon by the professional associations.

On Tuesday, the General Federation of Jordanian Trade Unions decided not to participate in the strike and any other similar activities.

In a statement carried by the Jordan News Agency, Petra, the federation, which combines 17 labour unions, said that dialogue is the best approach to address the current challenges and obstacles hindering the development process, and to help the country avoid any possible unrest and violence.

A group of young people, mostly of leftist leaning, have launched a campaign on social media they dubbed, #Maanash (in English ‘We don’t have’), calling for demonstrations and sits-in across the country in protest against the new income tax law.

Supporters of the group have been protesting since last Friday near the Prime Ministry against the income tax draft law.

The group’s call found support from across the country, especially after the decision by Mulki’s government to increase fuel and electricity prices. 

A protest started late on Tuesday night near the Fourth Circle area near the Prime Ministry even after the resignation of Mulki’s government and the designation of outgoing education minister Omar Razzaz to form a new government .

Protesters are still calling for a change in governments’ manner to address economic challenges and the country’s political course.

AMMAN — Chairman of the Joint Chiefs of Staff Lt. Gen. Mahmoud Freihat on Tuesday at the Royal Military College met with top brass in the Jordan Armed Forces-Arab Army (JAF), whose ranks are battalion commanders and higher.

Freihat conveyed His Majesty King Abdullah's greetings to them and his pride in their units and personnel who “safeguard the homeland and ensure peace and security for the country”, the Jordan News Agency, Petra, reported.

The army chief highlighted the importance for the JAF to stay on full alert, stressing that surrounding circumstances and challenges, along with internal conditions, require more caution and expecting all possibilities.

"We have to be aware that our country is targeted, which requires all to stand in the face of those who want to tamper with Jordan's security and stability," Freihat said, adding that Jordan cannot be isolated from international events, especially economic developments.

He noted that the Kingdom's relations with other countries provided the JAF with an opportunity to build partnerships with various armies of the world, which have positively reflected on the army in terms of training, armament and reputation.

The general also stressed the importance of acquainting soldiers, through their supervising officers, with what is happening inside and outside the Kingdom, so as to be fully aware of these developments. 

Freihat highlighted the significance for commanders to place as much interest as possible in their personnel and acquaint them with realities, lest they should be victims of rumours circulated by some media outlets that seek to mislead the public and hide facts.

He also called on commanders to meet all the needs of their personnel at the military, social, psychological and moral levels, urging them to adopt self-reliance to realise achievements and to manage resources rationally. 

Plan to turn former Jubeiha Amusement Park into public park announced

AMMAN — Implementation of a master plan to transform Jubeiha Amusement Park, which authorities shut down permanently last year, into a public park is scheduled for next year, a municipal official said on Tuesday.

The Jubeiha Amusement Park will become a gated public park that offers entertainment services and an outdoor space for various activities for all categories of the community, including families, the youth and children, Greater Amman Municipality (GAM) Engineering Executive Nimeh Qatanani told The Jordan Times on Tuesday.

GAM in September 2017 closed down the Jubeiha Amusement Park due to the deteriorated state of its rides and structures. It stated at the time that “safety concerns prompted the decision”, noting that most of the park’s rides and structures had exceeded their lifespan.

The amusement park was built in 1987 over an area of 54 dunums in the north of the capital, featuring a number of rides for different age groups which used to attract over half a million visitors each year from Jordan and neighbouring countries, according to GAM.

“We are now in the process of drawing up a master plan for the park which will preserve Jubeiha park’s basic characteristics as it has been constituting an integral part of Amman’s heritage and landscape for decades,” Qatanani said, adding that the park will be a “breathing space” for Ammanites while preserving the park’s forest trees.

“Some 95 per cent of the park is covered with trees, none of which will be removed. On the contrary, the plan seeks to capitalise on that and transform the park into a picnicking area where families can have barbeques and children can play safely,” she noted.

In addition, the park’s buildings will be rehabilitated and turned into a bazaar that offers visitors ornaments, food and beverages, the official continued, noting that it will also provide people with an opportunity to start income-generating schemes.

Qatanani said that GAM cadre will oversee and finance the transformation. “The master plan needs six months to be completed. The plan is to start on the transformation of Jubeiha park next year,” she announced.

The rehabilitation of Jubeiha Amusement Park, estimated at $50 million, was among the investment opportunities Jordan showcased during the 2015 World Economic Forum. The proposed investment was one of the Kingdom’s investment priorities in the urban development sector.
