Ministry of Planning and International Cooperation, EBRD sing $11 million grant agreements for new wastewater treatment plant in Irbid

AMMAN — The Ministry of Planning and International Cooperation signed two investment grant agreements with the European Bank for Reconstruction and Development (EBRD) worth approximately $11 million to support the implementation of a new wastewater treatment plant in West Irbid. Minister of Planning and International Cooperation Zeina Toukan signed the agreements on behalf of the Jordanian government, while the Minister of Water and Irrigation signed on behalf of the benefiting entity. Representing the EBRD, Gretchen Biry, the bank’s office manager in Amman and regional director for East Mediterranean operations, also signed the agreements. The signing ceremony was attended by the EU Ambassador Ambassador Pierre-Christophe Chatzisavas and the UK Ambassador Philip Hall, according to a ministry statement. 

 Toukan explained that the first grant, valued at $8 million, is provided by the UK under the High Impact Partnership on Climate Action Fund. The second grant, amounting to €2.75 million, is provided by the EU through the Neighbourhood Investment Platform. These grants contribute to the project’s total financing, which includes a $19 million loan from the EBRD signed on June 10, 2024, bringing the total funding to approximately $30 million.

The project aims to improve the wastewater system sustainably and relieve pressure on infrastructure, ultimately providing sanitation services to towns and villages included in the project, benefiting around 200,000 people across 17 villages in West Irbid and surrounding areas. The new plant will have a total capacity of 12,000 cubic meters per day and will be implemented over four years. Additionally, the treated wastewater will be used as a sustainable source for irrigating agricultural lands around the plant and neighboring areas.

Toukan expressed her gratitude to the EBRD, the UK, and the EU for their support of this vital service project and their continuous support for Jordan's developmental priorities under the Economic Modernization Vision.

Gretchen Biry, the EBRD's regional director for East Mediterranean operations, stated, "We are very proud of our ongoing collaboration with the EU and the UK in Jordan to help improve wastewater services in West Irbid. We commend the Jordanian government's efforts and continuous investments in essential infrastructure. By working together, we are committed to enhancing municipal infrastructure in Jordan. The new wastewater facility will provide essential sanitation services for the first time to the local community and Syrian refugees, contributing to the livelihoods of West Irbid residents and promoting sustainable water management in the area."

AMMAN — Jordan on Sunday participated in the 112th session of the Supervisors on Palestinian Affairs in the Host Arab Countries Conference, which was held at the headquarters of the Arab League in Cairo.

The Department of Palestinian Affairs (DPA) said that the conference was attended by Jordan, Palestine, Syria, Lebanon, Egypt, the Arab Organisation for Education, Culture, and Science, the Islamic World Educational, Scientific and Cultural Organisation, and the United Nations Relief and Works Agency for Palestine Refugees (UNRWA), the Jordan News Agency, Petra, reported.

DPA Director-General Rafiq Khirfan reiterated the Kingdom's commitment to a just and lasting peace that addresses historical injustices, restores Palestinian rights and ensures security for all.

He highlighted Jordan's consistent efforts to confront Israeli aggression on Gaza, referring to His Majesty King Abdullah's speeches at international forums in support of Palestinian rights.

Khirfan strongly condemned Israel's attempts to undermine the UNRWA, stressing that such actions are aimed at dissolving the Palestinian refugee issue.

Condemning the recent decision by the Israeli Knesset to ban UNRWA's operations in Gaza and the West Bank and to strip its staff of diplomatic privileges, Khirfan called on the international community to reject these unlawful measures.

He also addressed Israel's ongoing settlement expansion and aggressive actions in Jerusalem that aim at changing the city's historical and legal status quo, reiterating His Majesty's remarks in his Speech from the Throne that Jerusalem's Arab identity remains a top priority for Jordan.

AMMAN — The 16th Arab Conference on the Peaceful Uses of Atomic Energy kicked off in Amman on Sunday, with Minister of Energy and Mineral Resources Saleh Kharabsheh attending the event on behalf of Prime Minister Jafar Hassan.

The conference, organised by the Arab Atomic Energy Agency in cooperation with the Jordan Atomic Energy Commission (JAEC), attracted scientists, researchers and experts from across the Arab world to discuss advances in nuclear technology and its peaceful applications, according to the Jordan News Agency, Petra.

In his keynote address, JAEC Chairman Khaled Toukan stressed the importance of the conference as a platform for collaboration where Arab experts can share achievements, explore challenges and promote innovation.

Toukan highlighted Jordan's progress in nuclear energy, particularly through the Jordan Research and Training Reactor (JRTR), which has become a "cornerstone" of the Kingdom's nuclear programme.

The reactor has a vital role in the production of radiopharmaceutical isotopes, including iodine-131, which is used to diagnose and treat thyroid cancer. It now supplies all national nuclear medicine centres with isotopes that meet international standards, he said.

Toukan also provided an update on uranium mining in central Jordan, where an estimated 41,000 tonnes of uranium ore is undergoing detailed economic and technical evaluation.

Highlighting Jordan's role in scientific research, Toukan discussed the SESAME (Synchrotron-Light for Experimental Science and Applications in the Middle East) facility, which now operates five beamlines.

He added that SESAME researchers have completed 367 laboratory projects, resulting in 127 publications in leading scientific journals, noting that a sixth beamline, focusing on soft X-ray technology, is expected to be operational by mid-2025.

Speaking at the event, Arab League Secretary General Ahmed Aboul Gheit highlighted the region's growing energy needs, predicting a 70 per cent increase in electricity capacity by 2050.

The conference has attracted more than 150 Arab scientists and researchers, as well as international experts from renowned institutions, to share findings on topics such as water resources, food security, health, environmental sustainability, nuclear safety, advanced reactor technologies and materials science.

During the five-day event, participants will explore cutting-edge innovations, including advanced reactor designs, nuclear applications in health and environmental management, and the role of nuclear technology in meeting the growing demand for clean energy.

Kuwaiti ambassador highlights significance of Crown Prince's visit to his country

AMMAN — Kuwaiti Ambassador to Jordan Hamad Marri stressed the significance of HRH Crown Prince Hussein's visit to Kuwait, describing it as a "reflection of the strong historical relationship between the two countries," the Jordan News Agency, Petra, reported.

Highlighting the ties between the two countries as a "model of Arab cooperation and solidarity," the diplomat noted that the relationship, officially established in 1961, has been enhanced over the decades through continuous leadership-level coordination and more than 73 partnership agreements across various fields, including politics, economics, education, and healthcare.

Marri praised the ongoing collaboration between the leaderships of both countries, which has "solidified mutual respect and shared interests."

“This visit presents an opportunity to enhance cooperation and expand it into new avenues that serve the aspirations of both nations,” Marri pointed out.

He also praised Jordan’s pivotal role in defending Arab causes, particularly its support for the Palestinian issue, and its dedication to maintaining stability in the region.

Prince Hussein’s visit comes at the invitation of Kuwait Crown Prince Sheikh Sabah Khaled Al Hamad Al Sabah.

During the visit, Crown Prince Hussein is scheduled to meet with senior Kuwaiti officials and economic leaders to further enhance the "strong partnership" between Amman and Kuwait City.

King sends cable to Bahrain monarch on national day, accession anniversary

VTC launches second phase of dual vocational training programme in Germany

AMMAN — The Vocational Training Corporation (VTC), in collaboration with German International Cooperation, launched on Sunday the second phase of its dual vocational training programme in Germany.

This new phase follows the success of the first phase, which included three specialisations: electrical technician/renewable energy, bakery, and electric/hybrid vehicle maintenance, according to the Jordan News Agency, Petra.

The second phase introduces 11 new training programmes aimed at broadening opportunities for young Jordanians, including: general electrician, car maintenance technician, refrigeration technology electrician, metal industries technician, health systems installation and maintenance technician, heating and air conditioning technician, carpenter, audiology technician, optics technician, dental technician, textile cleaning machine operator, baker, and pastry chef/confectioner.

As part of the programme, proficiency in the German language at level A2 is a prerequisite, the VTC said, noting that the preparatory phase includes a five-month German language course up to level B1, delivered by accredited institutions, as well as career guidance sessions to prepare participants for careers in the skilled trades sector to be held in Jordan.

Eligibility criteria for applicants include being a Jordanian citizen aged 18 to 34, holding at least a Grade 11 diploma, having a minimum of A2-level proficiency in German, and committing to a 3.5-year vocational training programme in Germany.

The vocational training phase in Germany offers participants the opportunity to train at accredited vocational centres and gain hands-on experience with German private-sector companies.

The programme follows Germany's renowned vocational training system and provides participants with a monthly stipend of at least 934 euros, health insurance throughout the duration of training, and an annual increase in stipend.

To be eligible for the German phase, applicants must successfully complete the B1-level German language course, pass the necessary language exams, obtain an accredited B1 certificate, and secure a training position with a German company following interviews with employers.

VTC Director-General Ahmad Gharaibeh stressed that the project, funded by the German Federal Ministry for Economic Cooperation and Development, is designed to provide young Jordanians with vocational training that leads to stable employment.

The programme is part of the Partnerships for Development project on labour migration (PAM), which is implemented by German International Cooperation on behalf of the German Federal Ministry for Economic Cooperation and Development. It is carried out in partnership with the German Federation of Skilled Trades and the VTC.

RACA, SDC, Swisscontact sign MoU to support, promote vocational education in hospitality

AMMAN — As part of a strategic initiative to enhance vocational education and training in the hospitality sector, the Royal Academy of Culinary Arts (RACA) has signed a memorandum of understanding (MoU) with the Swiss Agency for Development and Cooperation (SDC) and Swisscontact.

This agreement marks the launch of a new project, undertaken by RACA in collaboration with Swisscontact, titled “Enabling Learning and Employment through Vocational Advancement and Technical Education (ELEVATE).”

The project seeks to empower youth in the hospitality sector by facilitating their transition into the workforce and fostering their active participation in social development, according to a statement for The Jordan Times.

The signing ceremony held at RACA was attended by RACA Chairman of Board of Trustees Wajih Owais, Swisscontact Country Director for Lebanon and Regional Coordinator for the Middle East Antoine Karam and Regional Policy Advisor at SDC Lars Buechler.

RACA and Swisscontact will play a pivotal role in this project, leveraging their extensive expertise in hands-on education to design and implement specialised training programmes that meet the growing demands of the market.

RACA will work closely with its industry partners to develop flexible curricula, train the trainer programmes, and establish dual training models that combine theoretical learning with practical application to maximise the employability for trainees.

Wajih Owais said: "The hospitality sector is vital for supporting tourism and creating job opportunities for ambitious youth."

Buechler said: "SDC is honoured to be part of the new ELEVATE programme with RACA and Swisscontact, which is an important step towards strengthening the hospitality sector in Jordan by training young students to become professionals and supporting SMEs".

A statement from Swisscontact emphasised the significance of the partnership: "By combining Swisscontact’s expertise in Labour Market Insertion, Vocational Training and Economic Development with RACA’s expertise in culinary and hospitality education, this project exemplifies the Swiss approach to excellence and precision."

"Together, we aim to improve skills and boost job opportunities in the hospitality and food sectors, while adapting curricula to meet market needs,” the statement added.

RACA is a technical university college established in 2008 following the vision of His Majesty King Abdullah to raise the level of education in the tourism and hospitality sector, and reorient young men and women toward education related to the technical market.

RACA is a certified member of the network of EHL-certified schools and offers a four-year bachelor’s degree in food & beverage management and a two-year diploma in culinary arts, the statement said.

Gaza Sky Geeks teams up with Edraak to boost digital skills for Palestinian youth

AMMAN — Gaza Sky Geeks, a programme of the international organisation Mercy Corps, has formed a strategic partnership with Edraak, the non-profit educational initiative of the Queen Rania Foundation for Education and Development, aimed at equipping Palestinian youth with essential digital skills to thrive for today’s job market.

Announced on Sunday by Edraak, the collaboration combines the expertise and networks of both organisations to offer new opportunities for young Palestinians, the Jordan News Agency, Petra, reported.

Established in collaboration with Google for Startups, Gaza Sky Geeks has been a leader in training Palestinian youth in programming and digital skills in the West Bank and Gaza Strip for nearly a decade, preparing them for the demands of the rapidly evolving digital economy.

Chairman of Edraak’s Board of Directors Bassem Saad highlighted the significance of this collaboration in advancing the platform’s mission to provide accessible, high-quality and free online education.

He emphasised that Edraak’s core vision is to create long-lasting, positive change in Arab communities by empowering youth through continuous learning opportunities.

Saad added that the partnership with Gaza Sky Geeks is a key step in helping Palestinian youth overcome economic challenges and position themselves better in the global workforce.

He highlighted that this initiative comes at a critical time for Gaza’s youth, many of whom have faced educational disruption due to more than 15 months of instability.

The collaboration seeks to deliver specialised training programmes tailored to the specific needs of young people in Gaza, supporting them in navigating current challenges while providing access to advanced education and professional opportunities.

Executive Director of Gaza Sky Geeks Alan Kadhi acknowledged the urgency of forming both local and international partnerships, particularly in light of the ongoing hardships in the region, including the recent war in Gaza and escalating violence in the West Bank.

He underlined that expanding the programme’s reach and opening up new opportunities for Palestinian businesses and youth is essential to overcoming these challenges and unlocking new economic prospects.

The collaboration also aims to boost ties between Palestinian and Jordanian institutions in the fields of economic and technological empowerment.

Both sides share the belief that technology is a powerful enabler of economic growth, particularly through remote work opportunities, and that empowering young people with the necessary skills is crucial for long-term economic resilience.

In 2023, Gaza Sky Geeks trained over 3,000 graduates and more than 7,000 trainees in Gaza, but the organisation’s activities were suspended following the escalation of war in the Strip in October of the previous year.

Excavations at Pella, Tell Hammeh shed light on Iron Age IIA architecture

AMMAN — Material culture did not experience break between the Bronze and the Iron Age at Pella, a site in north-western Jordan. It has been proposed that phase Iron B belongs to the earliest Iron Age 1 period.

“Actually, at the beginning of their excavations at Pella the excavators mentioned that no Iron IIA architectural remains were registered at the site. Nevertheless, the followed seasons of excavation in Stratum 8 produced a small domestic courtyard having several post-holes containing charred wood,” said the professor Zeidan Kafafi from Yarmouk University.

Moreover, in Area III at Pella a fragmentary structure and pits were found and assigned to the Iron I-Iron IIA period.

The central room of it had an apse measuring 2.6 m wide at the western end, and seems that it was left opened to the south where a pit lined with stones from the interior was dug into the floor, Kafafi explained, noting that at Tell Abu Kharaz at phase IX–XV several types of structural remains were yielded.

“Phases X (Iron IB/IIA 1050–930 BC) and Phase XI (Iron IIA in Area 2 North-West which is located close to the steep northern slop a 4.2 metres wide Early Bronze Age city-wall) was excavated, and just below it an Iron Age rectangular structure measuring 10 m × 8 m, looking like a tower, was exposed,” Kafafi said.

He added that the excavator believes that the foundation of this Iron IIA building was originally built during the Late Bronze Age period.

“A stone-paved passage-way with a tabun built on top of it that connected between the tower compound and a domestic structure was visible,” Kafafi underlined, adding that paved spaces with flag stones were also registered at other areas of Tell Abu Kharaz such as in Area 3, Trench 3.

In addition, and in this area, Trench XI, two fairly intact structures belonging to Phase XII were excavated. In this area, perhaps a courtyard, bread oven (tawabeen) and several other objects such as pottery utensils, flint blade, shells and a basalt millstone were recorded.

“To sum up, the pure Iron IIA domestic structures at Tell Abu Al Kharaz were encountered in Phase XI, and they were moderately well-preserved and characterised by repairing the earlier structures,” Kafafi underlined.

He pointed out that during the 1984 and 1987 seasons of excavations at the eastern side of the summit of the Tell a complex of a domestic buildings and a sequence of a half meter thick deposit at some places belonging probably to the 11th and 10th centuries BC were registered.

The complex consisted of a storage room in which 14 large storage jars, 12 of them filled with liquids, were encountered. Scholars found the thick deposit consisted of dirt mixed with animal bones, large pottery sherds, mud brick fragments, chunks of bread ovens and two children skeletal remains.

Tell Hammeh is located approximately 2.5 km to the east of the Tell Dayr ‘Alla, and situated on the northern bank of the Wadi ez-Zarqa, in a distance of ca. 150–200 m from the water-bed of the Wadi.

“Tell Hammeh is situated in an area close to Mugharet Wardeh in the Ajlun mountain ranges which are considered being an extensive source of Iron ore,” Kafafi noted.

The professor added that the archaeological excavations conducted at the site indicated that it was occupied from the Pottery Neolithic through the end of the Persian periods, but witnessed few intervals of occupation in between.

Late Iron Age II period is represented by a huge pit (6–7 m in diameter) lined with mud-bricks, and with stones at the bottom, cutting through all phases. In addition, a large number of pottery sherds, loom-weights and two grinding stones were found in this phase.

“The 2009 joint excavation of Tell Hammeh yielded a wealth of 10th century BC remains of iron smelting activities, and subsequently studied by Xander Veldhuijzen. The Iron IIA architectural remains uncovered at Tell Hammeh consisted of small rooms built of medium unhewn boulders," he said.

Due to the small size of the excavated area, no complete plan of a house could be retrieved, Kafafi underscored.

AMMAN — Her Majesty Queen Rania visited Darat Samir Shamma for the Elderly on Sunday, where residents were relocated after a fire broke out at the White Beds Society’s Golden Age Home on Friday morning, according to a statement from Office of Her Majesty.

While there, Her Majesty checked on the residents and wished them continued good health, expressing her sympathies over the tragic incident over the weekend. Darat Samir Shamma is now housing the largest number of relocated elderly residents following the fire at Golden Age Home, the statement said.
