Guidebook regulates work of monitoring units at public agencies

AMMAN — Prime Minister Abdullah Ensour has sent a guidebook regulating the work of units concerned with monitoring public sector performance to all ministries and government agencies, a statement said Sunday. 

The guidebook was prepared by the Ministry of Public Sector Development in cooperation with the concerned units.

In a statement e-mailed to The Jordan Times, Public Sector Development Minister Khleef Al Khawaldeh said the circular is a step to start the second phase of capacity building for the cadres of oversight units at ministries and government agencies, adding that this project is part of the 2014-2016 strategy to develop the performance of public departments. 

The guidebook, Khawaldeh added, seeks to achieve a number of goals that include providing an indicator about the development of the public sector and the measures needed to address flaws, in addition to offering a set of practices to improve services offered by government agencies. 

He noted that the guidebook includes five major pillars to activate the work of regulatory units concerned with the development of public sector services. 

The pillars are: the duties and responsibilities of these units; the framework and measures required for success; the regulatory infrastructure; the required human resources; and the resources needed to boost the role of these units. 

Some of the duties of the regulatory units include strategic planning and following up on achievements, in addition to developing organisational structures and identifying weaknesses and flaws in the development of government agencies, according to the minister. 

The guidebook, he indicated, outlines the skills and qualifications required from human resources working at oversight units.
