Light snow expected in areas located 900m above sea level and higher- weather department

AMMAN — Light snow  is expected in areas located 900m above sea level and higher on Friday, ArabiaWeather and Jordan Meteorological Department (JMD) said in statement on Thursday.

Light snow is expected as Jordan will be affected by a cold air mass accompanied by two depressions centred over Cyprus starting Thursday, according to the JMD.

Areas in Amman that are located 900m above sea level and higher include most of west Amman and parts of north Amman such as Abu Nuseir, Al Jubeiha, Tla Al Ali, Sweileh, among others.

Temperatures on Friday will drop 10-12 degrees below its average during this time of the year, according to an Arabia Weather statement.

The JMD said that there will also be heavy rainfall on Friday, with the chances of flooding in valleys and low altitudes areas with brisk winds.

According to Arabia Weather, the Kingdom will remain under the polar front on Friday night, which will cause a major drop in temperatures and the weather will be very cold in most regions with mercury levels expected to reach below 0ºC in some areas.

Arabia Weather warned against frost formation during the late hours of Friday. 

 

Investment top on agendas of King’s Davos meetings

AMMAN — His Majesty King Abdullah on Wednesday continued a series of planned meetings on the sidelines of the World Economic Forum Annual Meeting in Davos, a Royal Court statement said.

Her Majesty Queen Rania attended some of these meetings, according to the statement. 

His Majesty met separately with Spanish King Felipe VI, German Chancellor Angela Merkel, French President Emanuel Macron, Iraqi Prime Minister Haider Al Abadi, Lebanese Prime Minister Saad Hariri, Prime Minister of Kurdistan Region Nechirvan Barzani and Albanian Prime Minister Edi Rama.

The meeting between King Abdullah and King Felipe VI focused on the partnership between both kingdoms, as well as the latest regional developments.

They also expressed keenness on further cooperation and enhancing bilateral ties at all levels, especially in the economic, investment, energy and infrastructure fields.

The two sides highlighted the importance of sustaining coordination and consultation over various issues, in a way that serves both countries' interests and contributes to enhancing world peace and security.

Discussions also covered current developments in the Middle East, as well as regional and international efforts in the war against terrorism.

King Abdullah’s meeting with Merkel, attended by Queen Rania, focused on means to expand cooperation between Jordan and Germany, especially at economic, trade, development and military fields, along with regional issues.

King Abdullah expressed his appreciation for the German support to Jordan, voicing hope for further aid to help the Kingdom implement development and economic projects.

The two leaders also discussed developments related to the Mideast peace process and Jerusalem, agreeing that the two-state solution is the only formula that guarantees the establishment of an independent Palestinian state with East Jerusalem as its capital and an end to the Palestinian-Israeli conflict.  

The King highlighted the importance of Jerusalem for Muslims and Christians, stressing that the holy city is key to regional peace and stability. He reiterated that status has to be settled as part of negotiations over the final-status issues. 

Also on Wednesday, King Abdullah met with French President Emmanuel Macron and reviewed strategic partnership relations, where both leaders highlighted the importance of developing cooperation at the economic, trade and investment levels.

They also agreed to continue coordination and consultation over various regional and international issues.  

His Majesty expressed appreciation for the French support for Jordan’s infrastructure and development projects in key sectors, highlighting the importance of French investments in the Kingdom. 

The meeting also focused on the latest developments in the Palestinian issue, especially Jerusalem, with the King reaffirming the importance of pushing the peace process forward through serious and effective negotiations between the Palestinians and Israelis, which, he said, should lead to the establishment of the Palestinian independent state within the pre-1967 lines and with East Jerusalem as its capital.

In this regard, King Abdullah reiterated that Jerusalem is the key to regional peace.

Discussions also went over regional and international efforts in the war against terrorism within a holistic approach, as well as regional crises and endeavours aimed at reaching political solutions to these conflicts.

During his meeting with Iraqi Prime Minister Haider Al Abadi, His Majesty expressed appreciation for the premier’s efforts aimed at achieving peace and security in Iraq, highlighting the importance of supporting Iraq in its reconstruction efforts.

King Abdullah renewed Jordan’s consistent support for Iraqi efforts to maintain the security and stability of the country.

The meeting went over the “deep-rooted” relations between the two countries and the importance of expanding cooperation at all levels, especially in the economic and trade fields.

His Majesty stressed the significance of working within the Iraqi constitution to bridge confidence and understanding gaps among all components of the Iraqi people. 

Discussions also covered efforts exerted in the war against terrorism and the need to support the Iraqi efforts in combating this danger that threatens world peace and stability.

His Majesty, in the presence of Queen Rania, met Hariri over the latest developments in the Lebanese arena and the region. 

The Monarch highlighted the “deep-rooted” and brotherly ties between the two countries, stressing Jordan’s full support for Lebanon in its efforts to overcome challenges and maintain its national unity, sovereignty, security and stability as the country pursues a better future for its people.

The King reiterated Amman’s keenness to further expand relations with Beirut, especially at the economic, trade and investment levels.

The meeting also focused on the latest developments in the Palestinian issue and Jerusalem, in addition to the Syrian crisis and its repercussions on both countries, mainly those ensuing from the refugee influx.

They highlighted the importance of UNRWA’s role in the provision of educational, health and relief services to Palestinian refugees, urging adequate assistance to the agency to be able to continue its humanitarian mission.

King Abdullah’s meeting with Barzani focused on the latest developments in Iraq and efforts under way to achieve national conciliation. They also discussed prospects of further cooperation between Jordan and the Kurdistan Region, especially at the economic and investment fields.

His Majesty highlighted the importance of working jointly, within the Iraqi constitution, to regain confidence and understanding among all components of the Iraqi people to realise stability and prosperity for the country.

The King’s meeting with Rama focused on means to enhance cooperation between the two countries, mainly at the economic level, as well as the latest regional developments and efforts of fighting terrorism that threatens world peace and security.

Also on Wednesday, His Majesty met with George Soros, chair of the Open Society Foundations and reviewed investment opportunities in the Kingdom.

Soros stressed that Jordan constitutes a main attraction in the region for enjoying investment-attractive characteristics, noting that the Kingdom plays a leading role in developing technologies, especially in the e-government and e-payment systems. 

King Abdullah also met with WEF Founder and Executive Chairman Klaus Schwab and his spouse Hilde over means to enhance cooperation and partnership between Jordan and the forum. 

His Majesty stressed the importance of issues addressed at the forum in its 2018 edition, especially those related to enhancing international cooperation in the security and economic fields.

The chairman voiced his appreciation for the King’s participation and for Jordan for hosting several regional conferences of the forum, praising the Monarch’s continuous efforts in realising peace and enhancing security, stability and prosperity in the region.

 

He also expressed pride in the forum’s partnership with the Kingdom, which, he said, enjoys an important geographical location, economic incentives and a key regional role.

Gov’t cancels additional tax on medicines upon Royal directives

Stakeholders praise gesture as relieving vulnerable segments of extra burdens

AMMAN — In implementation of His Majesty King Abdullah’s directives, Prime Minister Hani Mulki on Wednesday said that the government has cancelled its recent decision to increase tax on medicines, the Jordan News Agency, Petra, reported.

Mulki added that the decision to scrap the tax hike on medicine came in compliance with His Majesty's directives to protect the middle- and low-income classes, according to Petra. 

Lower House Speaker Atef Tarawneh commended the Royal gesture, saying that the King has always been attentive to citizens’ needs, according to Petra.

The Jordan Chamber of Industry (JCI) also praised the move, which followed a plea by stakeholders to cancel the 6 per cent hike in sales tax as part of a government plan to lift, totally or partially, subsidies on several commodities, including bread, Petra reported.  

Jordan National Society for Consumer Protection (NSCP) also commended the decision to reverse the tax increase on medicines, which came to protect patients and all citizens during the economically challenging times, Petra reported on Wednesday. 

On Monday 80 MPs demanded the government cancel the tax raise, describing the decision as adding more burdens to the middle and working classes. 

 

The lawmakers’ motion was preceded by a headline-grabbing protest by the Jordan Pharmacists Association against the tax hike (see separate story). 

We knew the King would do it — pharmacists

AMMAN — The Jordanian Pharmacists Association (JPhA) on Wednesday praised His Majesty King Abdullah’s decision to halt the increase in the general tax on  medicines, thanking the King for “standing up for this cause to protect the unprivileged citizens”.

The remarks came during a press conference held by the union, where the board members expressed their regards “to all pharmacists across Jordan for helping us [the JPhA] to keep on the fight, raising their voices for all the suffering Jordanian patients we see every single day in our communities”. 

“From the very first moment we started talking about the subject, we knew that the issue would reach the King at some point and he would take action,” President of the JPhA Zeid Kilani told The Jordan Times, noting that “His Majesty has asked the ministers before not to harm the low-income citizens with any of their decisions”.

“Raising the taxes on medicines affects all sectors of the population and harms the less privileged, and thus we praise the King’s move to protect the Jordanian people,” he added. 

Prime Minister Hani Mulki on Wednesday announced the King’s decision to halt the new tax raise, noting that the government would take all administrative and legal measures to  implement the Royal directive. 

 

The decision comes as a commitment by the King “not to burden the sick and their families with additional financial burdens and to take into consideration the middle- and low-income classes”, which was applied by the government through the social safety net included in the budget law.

GAM ‘understands’ scepticism over BRT, promises delivery, full access for all

AMMAN — The Bus Rapid Transit (BRT) project currently under construction in Amman will be "accessible to all, whatever their social, financial or cultural status is" and the access to the buses will be "facilitated for the most vulnerable groups of society", officials have said.

In response to people’s scepticism over the municipality’s ability to complete the project, which had been halted for years, one senior official said doubts are understandable, vowing that the project would be operational on time and all people would be ensured access to the service. 

The remarks came following a recent visit by French experts from the Paris Municipality to Amman that aimed to provide support and expertise to the Greater Amman Municipality (GAM) personnel in the implementation of the project. 

 

A long-awaited improvement 

"Almost 10 years after the project’s conception, and with close to a million more people in Amman, we’re still far from seeing any BRT buses roaming the city’s streets," acknowledged Hazem Zureiqat, a transportation consultant and founding member of Ma'an Nassel, a citizen-led public transport advocacy group  

With over 4 million people, the capital of Jordan has become an epicentre of urban congestion, lacking a structured and reliable transportation system. 

"The rate of motorisation in Amman is increasing by 10 per cent each year and the annual cost of urban congestion in Amman is estimated at several hundred million dinars, not counting traffic accidents and environmental nuisances," noted Samuel Lefevre, deputy director at the Agence Francaise de Development, which is funding the project. 

"With the BRT, we seek to implement a 'game changing' shift in public transportation, with the aim of providing a nationwide model for the country's secondary agglomerations," he explained, stressing that it goes "first and foremost through the complete and comprehensive accessibility of this new mode of transportation to all".

 

Accessibility for all

Abdul Rahim Wreikat, director of the transport department at GAM, said at the session concluding the experts' visit: "We have worked hand in hand with representatives from all segments of society to ensure that this bus will not only be easy to use, but also accessible in terms of structure, proximity and safety, among others."

“If we want people to stop using their private cars every time they go out, we need to offer them an alternative which is close, reliable and safe,” he explained, highlighting the specific case of women.

“Many women told us that they prefer to stay at home if going out means taking public transportation. This is because the existing options are either too expensive, unsafe, or not adapted to their needs,” Wreikat said, noting that “this hinders their mobility and therefore their access to the labour market”.

The BRT, which is expected to take into consideration cultural aspects with a strong focus on security needs, will work to “reduce the gender gap” in access to transportation, he claimed.

“If I knew I could ride a bus that would take me from one place to another in a specific time, and that there would be no risk of it being stopped randomly with people disturbing the journey, I would definitely start taking the bus. Otherwise, I will continue to ask friends to pick me up or order private taxis,” said Rana Shawareb, a 26-year-old student at the University of Jordan, stressing, however, the high cost of such options.

For his part, Arnaud Le Gall, representative of the diplomatic relations with MENA department at Paris municipality, highlighted the importance of an “affordable and socially accessible means of transportation”. 

“Users need to be informed about the price ranges for the tickets, which should be affordable for the greatest number,” he stressed, urging for category discounts for students, low-income citizens and the elderly, among others.

The team of French experts also called for carefully planned procedures related to the tickets including purchase terminals, single ticket options, changes included in the ticket, etc.

“Speaking about accessibility and user friendliness encompasses so much more than just physical accessibility. It also means the information provided to the users such as directions, stops and timetables. We advised GAM to implement real time traffic information, which we have witnessed to be a key component in the Parisian transport network,” Lefevre stated.

 

Overall mobility 

 

“In Jordan, it is crucial for all people to have cars or use public transportation to be able to get from one place to another. For people with physical disabilities, this is a major issue, as a lot of them can only use electric wheelchairs that are not foldable and do not fit in smaller cars,” explained Aya Aghabi, a young wheelchair user, adding: “It is almost impossible to even rely on public transportation or companies such as Uber and Careem, as none offer vehicles that are wheelchair accessible.” 

This issue of access for people with reduced mobility — physically and visually impaired citizens, elderly, children... —was also a major concern for BRT’s implementing partners.

“Offering accessible transportation for people with disabilities is a key to empowering them and integrating them better to their communities,” stressed Raafat Al Zetawi, a representative of the Higher Council for the Rights of Disabled Persons.

For Lefevre, this goes hand in hand with enabling mobility in the rest of the city. “When we talk about mobility, we need to not forget the access to complementary means of transportation, which will either bring you to the BRT station or that will help you reach your final destination,” he explained, noting that “not everyone will be living right by a BRT station, therefore, these junctions need to be accessible as well”. 

 

Scepticism and plans for the future 

While experts agreed on the need to foster efforts in offering “top of the edge” transportation to the people of Jordan, the citizens have expressed reservations and doubts regarding the viability of the project.

“This BRT is a joke. While we hear promises about this modern, super fast bus, all we see is money being spent and nothing happening,” claimed Bashar Haddadin, a 45-year-old resident of Dahiyat Al Rashid. 

Another citizen, Hussam S. Nasser, said he has “very little hope” regarding any positive outcomes from what he dubbed “a disaster in the making”.

“If you look at the pedestrian zebra lines at the designated bus stops and how they planned to have them cross through the highway, you can expect a number of fatalities and a real nightmare for regular commuters,” he told The Jordan Times, adding: “If this hallucination is expected to ever become reality then we would have to wait an extra 20 years in the process.”

Acknowledging that such criticisms are “understandable” in light of the various “delays and drawbacks” witnessed since GAM hired a consultant in 2009, Wreikat urged citizens’ trust and patience, vowing to start implementing a strong communication campaign to inform Ammanis of the project’s progress.

“We expect the BRT to be completed and the buses to be on the road in the next two years,” he claimed, adding that “we will start keeping citizens updated on all BRT-related topics, including the inconvenience caused by the ongoing construction work”.

Suspects in major terror plot indicted

AMMAN — Attorney General of the State Security Court (SSC) Hazem Majali has endorsed the indictment list of a suspected Daesh terrorist cell.

The indictees will stand trial for plotting terrorist attacks after their case is referred to SSC prosecutor general, the Jordan News Agency, Petra, reported on Wednesday. 

The cell members in November allegedly planned to carry out terrorist attacks through targeting security and military centres, malls, media outlets and moderate clerics, with the aim of destabilising the national security. 

Issued by SSC Prosecutor General Col. Fawaz Otoum, the charge list included counts of conspiring to carry out terrorist attacks, promoting terrorist ideologies, possessing and selling weapons for illegal purposes and funding terrorist acts. 

The detainees will be informed about their charges within a week, prior to the first court hearing next month. 

The General Intelligence Department said earlier this month that it had foiled a terror plot, acting on intelligence. The probe resulted in arresting 17 suspects and seizing weapons and materials reportedly intended to be used in executing terror attacks, the statement added.  

Queen announces launch of Edraak’s free online platform for school learners in Davos

AMMAN — Her Majesty Queen Rania on Wednesday announced the launch of a new learning platform catering to school-aged children across the Arab world, according to a statement from Her Majesty's Office. 

The Queen made the announcement during an event hosted by Google on the sidelines of the World Economic Forum (WEF) in Davos, Switzerland, which was attended by His Majesty King Abdullah in the presence of Google CEO Sundar Pichai.

Developed with the support of a $3-million grant from Google.org and complemented with engagement from Googlers to provide product design expertise, the platform comes as an expansion of Edraak, the leading Arabic massive open online courses platform for adult learners. 

The new school-learners Edraak platform will offer free online open educational resources, generating much-needed Arabic digital educational content that meets the learning needs of Arab students from kindergarten to grade 12 (K-12) and their educators.

The platform was created in answer to rampant unrest across the Middle East and North Africa (MENA), where more than 15 million children are out of school as a result of armed conflicts and displacement, according to UNICEF.

Regional turmoil has also compromised the quality of education offered in stable refugee-host nations like Jordan, whose education system has been strained under the weight of additional large numbers of students.

Speaking at the Google-hosted event, Queen Rania underlined education as a solution capable of bringing “hope, stability, and opportunity” to the Middle East. “We cannot wait for generations of children to grow up in darkness, vulnerable to extremism and hopelessness,” she explained.

“A child denied an education isn’t just a tragedy for that child; it leaves the rest of us vulnerable,” Her Majesty said, stressing “but the future doesn’t have to be this bleak — not in this age of innovation”.

An initiative of the Queen Rania Foundation for Education and Development (QRF), the K-12 Edraak platform harnesses the power of technology to bring free quality learning opportunities to Arabic-speaking children across the region, whether in or out of school, including those in refugee camps and conflict zones. The platform, which will be accessible to more than 100 million children, will also offer tools and resources for parents and educators, empowering them to guide children’s learning journey.

Her Majesty thanked Google.org for its commitment to the project, which has the potential to “completely transform the education landscape in the Middle East, and to tip the scales towards a more hopeful future for us all.”

Currently in its pilot phase, mathematics materials for grades 7 and 9 are now available on the platform, offering children free access to more than 1,200 educational minutes of bite-sized video lectures, assessments and interactive exercises. The full maths stream for all grades will be completed by the end of this year.

According to Queen Rania, Edraak aims to provide all Arab school-age children with free access to quality education by 2020. 

This includes e-curricula and learning resources in all major subjects, including mathematics, physics, chemistry, biology, English, Arabic and computer programming.

“Google.org is proud to support the Queen Rania Foundation’s efforts to bring quality education, in Arabic, to underserved learners in the Middle East and North Africa, which aligns to Google’s mission to leverage technology to close gaps in global education. This is an important milestone in the evolution of Edraak into a platform that unlocks new learning opportunities for K-12 students in the region,” said Jacquelline Fuller, president of Google.org.

The new platform offers sequential learning material as well as student-centred inquiry-based learning, making it possible for students to search for specific concepts or skills without having to enroll in a predefined learning sequence. Given the growing need to support remedial education due to the conflict and unrest that have disrupted formal education in the region, the platform adopts a competency-based approach to learning, while also providing material that can be used in a blended learning setting.

Designed to align with national curricula, the platform will provide key resources for use in the classroom, enabling teachers to create virtual classrooms and make data-driven teaching decisions.

Meanwhile, parents can also play an active role in their children’s education through the creation of linked accounts, which allow them to monitor children’s performance and progress.

The new platform builds on the success of Edraak’s existing platform for adult learners, which has reached over 1.5 million people across the MENA region since its launch in 2014. Leveraging its experience in developing educational content generated specifically for Arab learners, the launch of the school learners’ platform advances Edraak’s comprehensive goal of transforming education in the region.

QRF and Google.org’s collaboration on Edraak’s school-learners platform was announced in May 2017. The platform will build on QRF and Google.org’s efforts in offline functionality and support, ensuring equitable access to the region’s most vulnerable children.

King greets Australian governor, Indian president on national days

AMMAN — His Majesty King Abdullah on Wednesday sent cables to Governor General of  Australia Peter Cosgrove and President of India Ram Nath Kovind greeting the Australian governor on his country’s national day, and congratulating the Indian president on his country's Republic Day, according to a Royal Court statement.

In the cable, His Majesty extended his best wishes to the two heads of state and wished their people further progress and prosperity. 

Jordan condemns Benghazi mosque attack

AMMAN — The government on Wednesday condemned Tuesday's terrorist bombing in the eastern Libyan city of Benghazi, which killed 34 people and injured dozens after two cars exploded in front of a city mosque.

State Minister for Media Affairs Mohammad Momani expressed the government's condemnation and rejection of such acts of terrorism aimed at fuelling violence among the Libyan people and obstructing any international effort to stabilise the country, the Jordan News Agency, Petra, reported.

Momani, who is also the government spokeperson, denounced the "horrific" attack on a place of worship and the targeting of innocent worshipers, reiterating Jordan's call for regional and international joint efforts to eliminate terrorism.

He expressed the government's full support to Libya in restoring stability, and extended condolences to the Libyan government and the families of the victims, wishing the injured a speedy recovery.

 

 

Youth minister attends launch of organ donation initiative

AMMAN — Deputising for HRH Prince Raad, Youth Minister Hadithah Khreisha on Wednesday attended a ceremony to launch an initiative for organ donation as part of the celebrations held for His Majesty King Abdullah’s birthday, the Jordan News Agency, Petra, reported.

The initiative, titled “Organ donation is a sea of giving 2”, was organised by the North Amman Security Directorate in cooperation with the ministry and the Jordanian Association for the Promotion of Organ Donation. The ceremony included screening of a film on the community police unit and an awareness-raising seminar on the benefits of organ donation.
