University announces programme to provide refugees with degrees

AMMAN — University of the People (UoPeople) on Saturday announced the creation of UoPeople in Arabic to provide Arabic-speaking refugees with online classes.

The US school will be the first accredited online degree granting platform run by mostly refugees and designed for Arabic-speaking refugees, according to a statement sent to The Jordan Times.

UoPeople is accredited by the Distance Education Accrediting Commission and the university will submit the new degree programme for approval as well.

The university charges administration fees of $100 per course, the statement said, adding that UoPeople in Arabic will charge a similar fee; however, it will strive to provide full scholarships to those in need, the statement said.

UoPeople in Arabic will offer associate degrees in Business Administration taught in Arabic, the statement said.

DEAD SEA — His Majesty King Abdullah said Saturday that Jordan’s most important strength is its high-skill human capital, adding that the Jordanian youth are proven assets to every enterprise.

“Our young people are globally connected, tech savvy, fluent in multiple languages and determined to succeed. They are proven assets to every enterprise. And we have already seen this strength at work, in the success of Jordan’s ICT industry, which has created thousands of new jobs and accessed markets across the region and beyond,” the King said in his address at the opening of the 17th World Economic Forum (WEF) on the Middle East and North Africa in the presence of Her Majesty Queen Rania and HRH Crown Prince Hussein.

His Majesty stressed that a national focus on education and innovation has helped nurture an ecosystem of entrepreneurship and start-ups, helping the Kingdom lead the way in creative, youth-oriented sectors.

“And the same sectors that benefit from our people’s strong skill-sets also open doors to the good jobs they need and expect. And let me say, women are a critical part of our economic future, and we are expanding every avenue to success,” the King said in the address at the event, which attracted more than 1,000 leaders of government, business, civil society, faith and academia from more than 50 countries. 

The forum, which will run through April 7th, is the 10th WEF meeting to be held in Jordan and the 17th in the region.

Noting that Jordan’s economic situation is promising, King Abdullah said: “We are also looking towards the growth that comes with abundant, real opportunity; Jordan’s economic situation is promising. Indeed, the recent London initiative was a timely vote of confidence in our strong and resilient country and our sound approach.”

To grow opportunities faster, Jordan is making a priority of economic sectors that offer high growth potential and multiple openings for investment, the King told the forum. 

“Now these will take advantage of our country’s distinctive economic strengths, including our many FTAs [free trade agreements] and strong trade ties, linking us to more than a billion consumers worldwide,” the King said.

“We are also harnessing our rich resources of clean, renewable energy. Indeed, by next year, we expect one-fifth of our energy will be generated through renewables,” he added.

Highlighting tourism as one of Jordan’s most promising service sectors, the King noted rising numbers of foreign visitors to Jordan. 

“They know and trust our welcoming, secure country, and they are drawn to our many and diverse destinations.”

“Tourism is only one area of growth. Others include professional services, business-process outsourcing, social-media marketing, app development and more,” he added.

Jordan has achieved successes in spite of several challenges, the King said.

“Our economy has faced significant challenges over the past decade. In doing the right thing for desperate refugees, Jordan’s own people have paid an enormous price, and we are working closely with international partners to increase help for refugees and host communities alike,” His Majesty said.

He added that Jordan is actively supporting the growth of opportunity. 

“Now, across all sectors, reforms are under way to support and foster a healthy business climate. We will continue to back innovation and enterprise — from start-ups to the global leaders that have made us a base. And above all, we are listening to you, about what is needed for opportunity to flourish,” said King Abdullah.

Stressing that the forum tackles some of the most important issues affecting our region, the King said: “The more than 300 million people of our region provide a talent pool eager to compete on a global level, and a huge marketplace of consumers and businesses.”

“And for every investment in this region’s great opportunities, for every investment that creates jobs for our young people, and helps families bring good pay home, our economies grow and opportunities redouble. That’s a benefit for us, but it is also a benefit for others, because what happens in our region impacts the entire world,” His Majesty noted.

The King added that it takes a broad partnership to create a platform for economic growth — private sector investment and productivity at every level, including small and medium enterprises; public sectors that support business confidence and economic success; as well as global partners to flow investments into positive futures.

Addressing the forum, UN Secretary General António Guterres said Jordan has demonstrated exceptional generosity to people fleeing conflict and upheaval in Palestine, Syria and elsewhere, with an enormous impact on Jordan’s economy and society, adding that the event builds on other gatherings that took place earlier this year in London and Brussels, which marked the start of a new partnership approach between Jordan and the international community in pursuit of sustainable growth and self-reliance.

“In light of the pressures on the country, Jordan deserves strong solidarity from the international community… But let me also stress the bigger picture and brighter narrative: Beyond the impacts linked to the Syrian crisis, the Israeli-Palestine conflict, Jordan is also a country with large investment opportunities for private sector-led growth,” Guterres said.

Jordan remains a fundamental pillar of regional stability, and UN agencies are actively supporting the country’s determined efforts to achieve the Sustainable Development Goals and Jordan is a leading contributor to United Nations peacekeeping, with hundreds of troops and police in several operations, “another vital generous contribution”, Guterres added.

Jordan was also the driving force behind a landmark Security Council resolution on youth that highlighted the importance of including the voices of young people in our work for peace, the UN chief said, noting that with its own large and dynamic youth population, and with the right support, “Jordan is poised to reap a demographic dividend”.

The UN is deeply engaged in a surge of diplomacy for peace to untie the Gordian knot of conflict and instability, he added.

“Resolving the region’s conflicts is an imperative — including the two-state solution, with Israel and Palestine living side by side in peace with secure and recognised borders, and with Jerusalem as capital of the two countries,” he added.

It is crucial to look at the Middle East and North Africa not only as an area of conflict, but as a region of opportunities, Guterres told the gathering.

“With smart approaches internally and support from the international community, we can unleash remarkable dynamism and capacity,” he said.

World Economic Forum Founder and Executive Chairman Professor Klaus Schwab said in his address at the event that Jordan finds itself, together with many others in the region, “facing the formidable gravitational forces of the ongoing fragility from across its borders”. 

“The resilience of the Jordanian people in the face of this challenge is truly exceptional and it is imperative on all of us in the region and internationally that we step up urgently and without delay in addressing these perennial threats and finally enable a region of peace and prosperity — something its great people fully deserve,” Schwab said.

In his address, Schwab said the region has played an important role in shaping the social agenda of the world and the youth of the region have played an outsized role in shaping the forum’s mission. 

“Up until now, we have integrated into our work over 170 Young Global Leaders from across the region [and with many from Jordan] and have also established 38 hubs for our community of Global Shapers, who are high potentials under the age of 30. All in all, these young leaders have been one of the most engaged globally,” he added.

Reviewing the forum’s engagement in the region, Schwab said the other area the forum have focused on a lot is jobs and skills, particularly in the context of the youth unemployment challenge in the region. 

“For a few years now, we have worked with private sector leaders gathered in our MENA Regional Business Council to introduce initiatives, which can skill youth for the jobs of the future. Over the past years we have achieved pledges to re-skill over 1 million people, with half already trained,” the founder said. 

“In addition, we launched at this past [WEF] annual meeting in Davos a pilot national task force on the future of skills with the Sultanate of Oman, which we hope will lead to such public-private coalitions being established elsewhere in the region,” he added.

Given the fundamental reform efforts in Jordan, Egypt, Saudi Arabia and other countries, Schwab noted, “we are clearly at a key moment for the political economy of the Arab world”. 

Ranging from taxation to industrialisation to the role of women in society, he added, strategic measures are being put in place, which will impact generations to come. 

“Our objective is to provide a multistakeholder perspective on these issues and bring in global best practice through our work with other countries and regions,” he said.

Highlighting the importance of innovation and entrepreneurship, he stressed the need for peace and reconciliation.

“For too long has the region been held back by conflict and we are prepared to build on our long-standing commitment to dialogue, to tackle issues such as the future of Iraq and Syria, the relations between Israelis and Palestinians and the plight of the refugee populations.”

'Alternative to engagement with US on Palestinian-Israeli conflict is vacuum’

Safadi stresses duty ‘to say things how they are’, acknowledge occupation’s obstruction of peace

DEAD SEA — Ongoing positive engagement with the US is needed to resolve the Palestinian-Israeli conflict, while the key issue obstructing a settlement is Israel’s continued occupation of Arab territories, Minister of Foreign Affairs Ayman Safadi said on Saturday.

“The US is a major player. Every crisis in the region would benefit enormously from an active US engagement and we encourage that engagement, but I think it is our duty to our people, to our region and the world is to say things how they are,” the minister said during a session of the World Economic Forum on the Middle East and North Africa on Saturday, currently being held at the Dead Sea shore.

“You cannot ignore there is an occupation [in Palestine] that needs to be ended for this to be achieved. You cannot ignore that there is a crisis in Syria, that, yes, has quieted down in terms of military activity but in terms of its implications they are still pretty much strong,” Safadi added.

“The US will continue to have a key role in the Middle East… it is a superpower… we engage with them positively and frankly,” Safadi told the participants, noting that Jordan has rejected the US recognition of Jerusalem as the capital of Israel, “as you cannot preempt a final status issue”.

The foreign minister stressed that the alternative to continued engagement with the US on resolving the Palestinian-Israeli conflict is “vacuum”.

“We agree to disagree with the US… we have excellent ties with [them] and friends speak the truth… We are frank with the US; we have positions and we have principles,” he said.

Arab ministers renewed commitment during the session to the 2002 Arab Peace Initiative, which they said is key to ending the conflict.

“Arabs are committed to the peace deal that recognises Israel, [so] what more assurances do the Israelis need? The problem is not with lack of assurances, the problem is with the continued Israeli occupation,” Safadi added.

Safadi made his remarks as Oman’s Minister of Foreign Affairs Yusuf Bin Alawi Bin Abdullah said that Israel needs assurances about its future, and that Arabs need to remove “all of Israel’s concerns and fears”.

Israel has only to withdraw from territories it occupied in 1967, Safadi said.

“If they feel uncomfortable, it is not my problem… the problem is not with the Arabs, it is with Israel not working for peace… Israel is in the region but not of the region, it has to respect the right of the Palestinians to statehood… Israel is assured about its security, but it needs to stop to continue to occupy Arab lands,” the minister said.

He added that all efforts to bring about stability and peace in the Middle East will not succeed without reaching a just solution to the conflict, based on the two-state solution and the 2002 Arab Peace initiative, which offers Israel normal ties with the Arab world in return for withdrawal from territories it occupied in 1967. 

“Palestinians want a state and they will not accept anything short of that,” Safadi stressed.

The minister said that everything in the region is interlinked and it is necessary to look at regional issues in a holistic approach, adding that developments in the region affect the whole world.

Jordan rejects any interference in the region and states that ties with Iran need to be based on non-interference and mutual respect, he stressed.

“We have some issues in Iran’s interference in the region,” he added.

Speaking during the session, Lebanese Minister of National Defence Elias Bou Saab said that the problems in the Middle East originate from the Palestinian-Israeli conflict.

“If we do not give the Palestinians their country we will continue to have problems in the region, and the conflict will not remain in the region but will be exported,” the Lebanese official said.

On common challenges, he said terrorism has no boundaries, and in spite of Daesh’s military defeat the terrorism ideology remains.

For his part, Minister for Foreign Trade and Development Cooperation of The Netherlands Sigrid Kaag said that Europe is engaged in efforts to settle the conflict and supports UN-led efforts in that regard.

“The EU supports the two-state solution… The disengagement of the US is a concern for all of us,” the Dutch minister said.

Meanwhile, Safadi held separate talks on the sidelines of the forum with a number of counterparts and officials attending the forum, including Kaag and Singapore’s Senior Parliamentary Secretary in the Ministry of Foreign Affairs and the Ministry of Trade and Industry Tan Wu Meng.

He also met with Slovakian Minister of Foreign Affairs and European Affairs Miroslav Lajczak, Latvian Minister of Foreign Affairs Edgars Rinkevics and Kazakhstan’s Minister of Foreign Affairs Beibut Atamkulov.

Emirati Minister of State Ahmed Sayegh, the Omani foreign minister, Palestinian Foreign Minister Riyad Al Maliki and US Deputy Assistant Secretary and Special Envoy for Syria Joel Rayburn also met with Safadi on Saturday.

Talks during the meetings went over means of bolstering economic ties and investment cooperation, as well as efforts to resolve regional crises, foremost of which is the Palestinian-Israeli conflict, along with the Syrian crisis and the war on terror.

‘Jordan accounts for 23% of region’s entrepreneurs despite small population’

DEAD SEA — Although Jordan’s population accounts for 3 per cent of the overall Middle East and North Africa population, around 23 per cent of entrepreneurs in the region are Jordanians, Prime Minister Omar Razzaz said on Saturday.

Young talents are the Kingdom’s key asset for creating a better future as they are equipped with knowledge, know-how, needed experience and competencies, the premier said in an address at the 2019 World Economic Forum on the Middle East and North Africa, currently taking place at the Dead Sea shore.

Jordan’s ability to export outstanding services in several sectors is evident, the prime minister added.

Razzaz told the gathering that Jordan will focus on driving economic growth during the upcoming stage to create much-needed jobs and enhance living standards, adding that the government will also work on attracting investments in several sectors and focus on enhancing financial revenues and improving the quality of services in the fields of education, health, transportation and infrastructure.

“We are fully aware that Jordan’s path towards sustainable economic growth should include increasing local, Arab and foreign investments and increasing exports… Jordan enjoys a strategic location that connects the Kingdom to international markets and it is signatory to several free trade agreements that provide access to several markets such as the US, Europe, Africa and other Middle East markets,” the premier said.

He stressed that Jordan is looking forward to playing an active role in the reconstruction process of countries in the Middle East.

Reviewing positive economic indicators, Razzaz said Jordan’s exports grew by 13.6 per cent in January of this year, while the capital of registered companies rose by 34 per cent in the first quarter of the year, compared with the same period of last year.

Registered trademarks rose by 24 per cent, he said, stressing Jordan’s location as a hub for investments.

The premier highlighted Jordan’s position and achievements in the field of tourism, adding that the Kingdom is rich with several historical attractions.

He expressed hope for a “better and brighter future” for the country based on these indicators, adding that the forum provides an opportunity for highlighting investment opportunities in the Kingdom.

Erekat hails Jordan’s stances on Jerusalem

AMMAN — Secretary General of the Palestinian Liberation Organisation’s Executive Committee Saeb Erekat on Saturday praised His Majesty King Abdullah’s historical stances on Jerusalem and its holy sites and commended His Majesty’s utter rejection for Jerusalem to be the capital of Israel.

In an interview with the Jordan News Agency, Petra, Erekat referred to the Jordanian reactions that followed the remarks of Romanian Prime Minister Viorica Dancila recognising Jerusalem as the capital of Israel, after which King Abdullah received a statement from Romanian President Klaus Iohannis denying his prime minister’s remarks. 

The secretary general also praised His Majesty’s cancellation of the visit to Romania, which highlights that “Jerusalem is not up for negotiation to Jordan”. 

Erekat expressed gratitude and appreciation for His Majesty’s role as the custodian over the Islamic and Christian holy sites in Jerusalem, as well as for Jordan’s efforts, through the Awqaf Ministry, in administrating Al Aqsa Mosque/Al Haram Al Sharif and providing all necessary equipment. 

As for what is dubbed as the “deal of the century”, Erekat said that it is “completely rejected”, describing it as an attempt to bury the Palestinian cause and noting that Israel has already implemented some of its clauses through the expansion of settlements and the recognition of Jerusalem as its capital.

He stressed that the Palestinian administration is boycotting all parties that recognise Jerusalem as the capital of Israel, and boycotts the US administration as well through a unified national Palestinian stance.

Princess Sumaya hosts Panamanian VP at Royal Scientific Society

AMMAN — HRH Princess Sumaya, head of the Royal Scientific Society (RSS), on Thursday hosted the Panamanian Vice President Isabel de Saint Malo de Alvarado at the RSS, the Jordan News Agency Petra, reported.

Their meeting tackled issues of sustainability and methods of furthering cooperation within scientific fields.

Princess Sumaya also gave a presentation about RSS-sponsored laboratories and centres and their connection with academic institutions as well as the private and public sectors.

The princess also pointed out that Jordan and Panama host some of the most significant international science forums. In addition, Princess Sumaya invited de Saint Malo to attend the Arab Science Forum to be held in Jordan in 2021.

Jordan, Egypt inaugurate gas line compression station development project

AMMAN — Minister of Energy and Mineral Resources Hala Zawati on Saturday met with her Egyptian counterpart Tariq Mulla to discuss joint projects between Jordan and Egypt in addition to strategies linked to energy saving and the diversification of energy sources, especially natural gas.

The meeting, held in Aqaba, also tackled ways of benefitting from the expertise of Egyptian companies in developing the Kingdom’s infrastructure to best utilise natural gas.

In a statement carried by the Jordan News Agency, Petra, Zawati reaffirmed the presence of exceptional fraternal relations between Jordan and Egypt, pointing to their cooperation on issues of petrol and gas.

The two ministers also inaugurated the Egypt-Jordan gas line’s main compression station development project.  

Jordan calls for restraint in Libya, urges extra caution by residing Jordanians

AMMAN — Jordan on Friday stressed the importance of ceasing escalations in Libya and called for calm and restraint, a Foreign Ministry statement carried by the Jordan News Agency, Petra, said.

The statement highlighted the importance for adopting a political solution that can guarantee overcoming the crisis in the north African country, in a way that ensures Libya’s unity, security and stability.

The ministry also stressed the need to support the UN’s efforts aimed at reaching a political solution to the Libyan crisis. In light of the recent developments, Sufian Qudah, the ministry’s spokesperson, in another ministry statement, called on Jordanians residing in Libya to exercise extra caution and recommended avoiding gatherings and high-tension areas.

The ministry also asked its citizen to abide by the relevant security regulations issued by the Libyan authorities urging them to directly contact the ministry’s operations centre at 00962795497777 for emergencies.

Panama seeks expanded relations, cooperation with Jordan in all fields — vice president

AMMAN — Vice President and Foreign Minister of Panama Isabel de Saint Malo de Alvarado said Panama is keen on increasing cooperation with Jordan and strongly believes that there is a huge room for cooperation with the Kingdom in several sectors.

Panama identified Jordan as one of the countries with which it is keen to strengthen ties as the two countries have many things in common and as Panama values Jordan’s role in this region and the world “as a mediator and a stabiliser and a country that promotes peace and understanding”, the vice president said in an interview with The Jordan Times and Al Rai.

“We believe that there are many similarities between Jordan and Panama even though we are far away... We believe that there is a lot of space for further work together, and cooperation in political dialogue, commerce and exchange of expertise in science and technology,” de Saint Malo, who started a visit to Jordan last week, said.

The vice president said Panama has extended an official invitation to the Jordanian government to send a delegation to Panama to explore the opportunities and the possibilities for commercial exchanges with Panama and also with Latin American and Caribbean countries through Panama.

“We hope to host this delegation in the near future. It is an opportunity to look into potential cooperation in several sectors,” de Saint Malo, who has met with His Majesty King Abdullah and top officials during her visit, said.

During a meeting with the vice president, the King expressed Jordan’s keenness to advance cooperation with Panama at the political, economic and tourism levels, noting the importance of the recent opening of Panama’s embassy in Amman.

Discussions also covered regional issues, especially the Palestinian cause and Jerusalem.

His Majesty stressed the need to reach just and lasting peace based on the two-state solution that leads to an independent Palestinian state along the June 4, 1967, lines with East Jerusalem as its capital.

The importance of reaching a political solution in Syria that preserves its territorial integrity and the unity of its people was also stressed.

Discussions covered efforts to counter terrorism within a holistic approach and the need to step up international cooperation and coordination in this regard.

The top Panama official said the visit will also shed light on the free economic zones in Panama, which provide an opportunity for investors and business people to penetrate markets in Latin America and the Caribbean.

Referring to a memorandum of understanding signed during her visit between Jordan and Panama, she said it intends to explore possibilities and enhance exchanges in fields of science and technology and tourism.

“We wish to strengthen attraction of tourists in both ways... There is an expertise that can be exchanged in this regard... and with the establishment of our embassy here, we wish to invite Jordanians to visit Panama and explore the possibilities in our country,” the vice president said. In February, First Lady of Panama Lorena Castillo García officially inaugurated the Panamanian embassy in Amman.

On Mideast peace, she said that Panama’s position on the Palestinian-Israeli conflict has been one that promotes the two-state solution and peaceful settlement of the conflict based on the UN relevant resolutions. “We believe that dialogue is a key to solve the conflict,” she added.

Cooperation in anti-terrorism and security is another arena for cooperation between Jordan and Panama, she said.

“Panama is a country that does not in any way accept terrorism. We are very serious and determined in the fight against terrorism. We have established a dialogue with Jordan in terms of security and intelligence information as well. We are both committed to the fight against terrorism and we understand that we need to collaborate globally to effectively fight terrorism,” the vice president added.

On her participation in the World Economic Forum, she said the event provides an opportunity not only to strengthen ties with Jordan but also with the Middle East and North African countries.

“We believe that the development challenges faced by this region are similar to the development challenges faced by Panama,” the vice president added.
