Jordan ranks first in region for economic freedom — report

AMMAN — For the second year in a row, Jordan has earned the top ranking on the Economic Freedom of the Arab World 2019 report, with its score rising from 7.5 to 7.6 on the overall index. Economists have suggested that stability is the main driver behind the consistent high ranking.

 Published on December 17 by the Fraser Institute, the report compares this year’s country scores with previous years and examines available data to create an indication of future scores, according to its authors.

 Diving into the economic freedom of all 22 countries of the Arab League, the report states: “All too often in the Arab world, the less privileged and the excluded are deprived of finding meaningful employment or building new and creative businesses by onerous bureaucracy, red tape, restrictive regulations, complicated rules, corruption and an uneven rule of law — all obstacles to economic freedom.”

 The report suggests that increased economic freedom removes these barriers to create opportunity for all. It also suggests that expanding economic freedom can help combat corruption.

 The index in the 2019 edition incorporates data from 2017, the most recent year for which full figures are available. It also presents some early data from 2018.

 Last year, Jordan was ranked the most economically free country in a tie with the UAE, but this year it occupies that place alone.

 The report is described by its authors as “providing sound empirical measurement of economic policy that can distinguish between phony reform that leaves and real reform that creates new prosperity, entrepreneurship and jobs”.

 Economist Adel Bino highlighted that Jordan’s reform is “slowly but steadily improving its economic freedom, as manifested in its first place ranking in the Arab world two years in a row. It might not have the strongest market, but it has one that is stable and dependable”.

 He added that, when compared with oil-rich and resource-rich countries, Jordan has “very little going for it”, but it has still managed to provide a more economically free market than 22 neighbouring countries.

 For the size of government index, Jordan ranks third in the Arab world, with its score rising from 7.6 to 8.1. It ranked sixth for legal structure and security of property rights, with its score increasing to 5.3 from 5.1.

 Regarding government control, the report noted: “When economic freedom is lacking, individuals and families must depend on the kindness of government to get ahead. Economic freedom gives people economic independence and lessens dependence on government, opening the way for the growth of other freedoms.”

In terms of access to sound money, Jordan ranks ninth, with a score of 9.5, down from 9.6. Its score for freedom to trade internationally fell to 7.7 from 7.8 and it ranked fourth on that index.

 The report stressed that individuals and families should have the inherent right to make their own economic decisions. When they do, it said, economic freedom liberates them from government dependence and “opens the door to other freedoms”.

 Jordan’s score on the index which examines regulation of credit, labour and business, remained stable at 7.6, with a ranking of fourth in the Arab world.

 “Perhaps this, in addition to its access to sound money, is where Jordan should work the hardest to improve. I think the relative stability of the political climate is notable, as stability is important in an economy, but the continuous changes of government, ministries and regulations definitely hurt the regulation of the market, thus affecting its freedom,” said economist Basheer Zubi. 

“A country’s government and market are inextricably linked, as both political analysts and economists know,” he said.

Drug smuggling attempt foiled at Syria border

AMMAN — The eastern military command, in coordination with the Anti-Narcotics Department, thwarted an attempt to smuggle a quantity of drugs from Syria to Jordan, an official military source in the General Command of the Jordan Armed Forces-Arab Army said on Saturday.

The security forces applied the rules of engagement, leading to the retreat of the suspected smugglers back to Syrian territory, according to the Jordan News Agency, Petra.

The source added that after inspecting the area, 14 palm-sized sheets of hashish and 200,000 Captagon narcotic pills were seized and transferred to the concerned authorities.

Azerbaijan embassy hails Amman-Baku ties

AMMAN — Azerbaijan’s embassy in Amman on Saturday lauded the “distinguished” bilateral ties in various fields. In a statement marking the occasion of the International Solidarity Day of Azerbaijanis, carried by the Jordan News Agency, Petra, the embassy highlighted the importance of His Majesty King Abdullah’s recent visit to Baku, which aimed to enhance mutual cooperation. 

The statement expressed the Azeri government’s appreciation for Jordan’s firm stance towards the conflict between Azerbaijan and Armenia in accordance with the international resolutions, as well as Amman’s respect for the International laws related to Azerbaijan’s unity and sovereignty.  

International Solidarity Day of Azerbaijanis falls on December 31, when Azeris worldwide celebrate solidarity and unity. 

Abu Dhabi fund to grant Jordan $300 million in development aid

AMMAN — The Abu Dhabi Fund for Development (ADFD) announced on Saturday that it is providing $300 million in development aid to Jordan, according to an ADFD statement.

The move comes following the directives of UAE President Sheikh Khalifa Bin Zayed Al Nahyan, with the support of Sheikh Mohamed Bin Zayed Al Nahyan, Crown Prince of Abu Dhabi and Deputy Supreme Commander of the UAE Armed Forces, and follow through of Sheikh Mansour Bin Zayed Al Nahyan, Deputy Prime Minister and Minister of Presidential Affairs.

“The UAE leadership’s decision reaffirms the commitment to standing alongside the brotherly leadership and people of Jordan, reflecting the nation’s foreign policy that carries the legacy of the late Sheikh Zayed Bin Sultan Al Nahyan and continues under the leadership of President Sheikh Khalifa,” the fund said in the statement.

The latest development aid provision, the statement added, highlights the “strong relations between the UAE and Jordan, that are based on brotherhood, mutual interest and respect”.

Jordan deplores continued Israeli violations at Al Aqsa

AMMAN — Jordan on Wednesday condemned the continued Israeli violations against Al Aqsa Mosque/Al Haram Al Sharif, the most recent of which was the Israeli occupation forces allowing a member of the Knesset to storm Al Aqsa Mosque/Al Haram Al Sharif on Wednesday.

In a statement on Wednesday, the Ministry of Foreign Affairs condemned Israel for allowing extremist groups to enter Al Aqsa and turning a blind eye to their actions.

The ministry’s spokesperson, Daifallah Fayez, utterly rejected the violation, terming it as actions aimed at provoking Muslims around the world.

He noted that Israel’s actions are a violation of its obligations as the occupying force in accordance with international law. 

The spokesperson demanded an end to the occupation force’s illegal actions and respect for the historical and legal status quo. 

Fayez stressed that Al Aqsa Mosque, with its total area of ​​144 dunums, is a place of worship for Muslims only, according to the statement.

Prince Hassan conveys Christmas greetings

AMMAN — HRH Prince Hassan, chairman of the Board of Trustees of the Royal Institute For Inter Faith Studies (RIIFS), greeted Christians in Jordan on the occasion of Christmas.

During his meeting with Christian clergy, Prince Hassan recalled his recent meeting with Pope Francis, during which he discussed an initiative launched by the Pope, titled “Reconstruction of the Global Educational Agreement”, expected in May, the Jordan News Agency, Petra , reported.

The prince stressed the importance of developing a comparative index of meanings and values, accompanied by enhancing the capabilities of teachers and educators.

Touching on the refugee crisis, the prince highlighted the importance of efficiency in handling the exodus rather than addressing refugees as mere numbers provided in international reports, according to Petra.

The meeting also discussed the importance of Eastern Christianity and  developing and promoting Christian pilgrimage in Jordan.

Azraq wastewater treatment project to transform environmental hazard into irrigation source

AMMAN — With the goal of channelling Azraq’s used water back into its bionetworks, the Ministry of Water and Irrigation has laid the foundation for a wastewater treatment plant project titled “Innovative Sanitation Solutions and Reuse in Arid Regions” (ISSRAR), to be launched in the first half of 2020.

 The plant, to be located some 120 kilometres east of Amman between north and south Azraq, aims at restoring the ecology and landscapes of the area by recovering wastewater for irrigation, according to ministry spokesperson Omar Salamah.

 The project seeks to remedy growing environmental concerns in Azraq, as wastewater has been accumulating in different parts of the area, affecting the Azraq Wetland Reserve, groundwater wells and local biodiversity.

 “Azraq is an area with some of the most important sources of water in Jordan, so improving and protecting health standards there has become a priority,” Salamah told The Jordan Times over the phone on Thursday.   

The wastewater treatment process will introduce a mechanism of water recovery through discharging wastewater into receptacles, removing suspended solids and employing biological treatments via biofilters, the project’s field coordinator, Mohammad Talafha, told The Jordan Times.

The sustainable ecological process includes a reed-bed system, which addresses disease-carrying organisms, followed by biodegradation, which removes micro-pollutants, he added.

The wastewater plant will have an absorptive capacity of 500 cubic metres/day of contaminated water during its initial period of operation, Talafha said.

“Azraq is nowhere near the major sewage plants, so this project will serve the local community and replenish groundwater resources,” Salameh noted.

The project will be carried out in cooperation with a German NGO specialising in full-cycle decentralised sanitation, which will assist Jordan in establishing long-term strategies for wastewater treatment, as well as a Swiss consultancy specialising in good water governance, the spokesperson said.

Talafha noted that the German organisation will design and implement the wastewater management strategies, including recycling sewage into class-A recycled water to suit Jordanian standards and guidelines.

The project is set to be implemented in three stages, he said, adding that, during the first stage, technical studies will be conducted and a legal and institutional framework will be chosen to create objective criteria for financial proceedings.

Army chief receives Qatari ambassador, Chinese defence attaché

AMMAN — Chairman of the Joint Chiefs of Staff Maj. Gen. Yousef Huneiti on Wednesday received Qatari Ambassador to Jordan Sheikh Saud Bin Nasser Al Thani and his accompanying delegation at the Armed Forces General Command. They discussed cooperation and ways to enhance relations between the two countries.

On the sidelines of the meeting, Huneiti, following a Royal Decree, awarded the Second Class Order of Merit to the former Qatari military attaché, Brig. Gen. Shafi Mohammad Al Shafi in appreciation of his efforts and dedication in serving the relations between the two countries’ armies.

Also on Wednesday, Huneiti received the Chinese defence attaché, Brig. Gen. Yang Nan and his accompanying delegation. They discussed cooperation, joint military coordination and ways to enhance bilateral cooperation in the best interest of both countries’ armed forces.

 

 

 

Health minister checks on Archbishop Atallah in hospital

AMMAN — Health Minister Saad Jaber on Wednesday visited Archbishop of the Greek Orthodox Patriarchate of Jerusalem Atallah Hanna in the Jordan Hospital where he was admitted after an Israeli gas canister was fired into his church in Jerusalem, the Jordan News Agency, Petra, reported.

Jaber wished the Archbishop a speedy recovery, extending greetings on the occasion of Christmas. The archbishop voiced his gratitude to His Majesty King Abdullah and the Jordanian government for hosting and caring for him.

He reiterated the church’s firm stance and pride in the Hashemite Custodianship over Christian sites in Jerusalem. 

Public debt stands at JD30.194 billion at end of October — Finance ministry

AMMAN — The total public debt increased to JD30.194 billion in the first 10 months of 2019, constituting 96.9 per cent of GDP at the end of October.

The monthly financial bulletin issued by the Ministry of Finance indicated that the existing balance of external debt increased by about JD404 million to reach JD12.491 billion, the Jordan News Agency, Petra, reported.

While the total internal public debt increased by JD1.482 billion to reach JD17.703 billion by the end of October.

The bulletin indicated that the public budget deficit amounted to JD1.133 billion at the end of October, while public revenues increased by 1.6 per cent to reach JD6.045 billion.

The bulletin also indicated that the volume of public expenditures increased by JD371 million to reach JD7.178 billion at the end of October, while total public revenues amounted to JD6.045 billion.
