Cassation Court upholds 8-year sentence for man convicted of attempted murder

AMMAN — The Court of Cassation has upheld a February Criminal Court ruling, sentencing a man to eight years in prison after convicting him of attempting to murder a man during a brawl in Jerash Camp in August of last year.

The Criminal Court declared the defendant guilty of attempted murder on Aug. 25 and handed him a 12-year prison term.

However, the court decided to reduce the sentence to eight years because the 33-year-old victim dropped charges against the defendant.

Court papers said the victim was heading to a shop late at night to buy cigarettes.

While walking toward the shop, the court maintained, “The victim noticed people fighting in the street, including his brother”.

"The victim rushed towards the group of men and asked his brother to leave but was surprised by the defendant who struck him on his shoulder with an iron bar," court documents said.

The defendant then drew a switchblade and “stabbed the victim once in the stomach,” the court added.

 The victim was rushed to a nearby hospital and survived the assault due to medical intervention, according to court papers.

The defendant contested his ruling via his lawyer arguing that there were “legal errors in the investigation procedures”.

The prosecution, the lawyer argued, “depended on contradictory evidence when levelling the charges against my client,” the court documents stated.

The Criminal Court’s attorney general asked the higher court to uphold the eight-year sentence.

The higher court ruled that the Criminal Court proceedings were accurate and that the defendant was given the appropriate punishment.

The Cassation Court bench comprised judges Naji Zubi, Nayef Samarat, Hammad Ghzawi, Qassem Dughmi, and Mohammad Khashashneh.

The market serves as a platform for connecting Jordanian TV content creators with local, regional, and international markets eager for Arabic-language productions. 

Writers had the opportunity to pitch their projects to potential partners, fostering collaborations in artistic development and production.

The event attracted representatives from production companies, TV networks, and streaming platforms across the Kingdom, the Arab world, and beyond.

DVLD implements new measures to ease vehicle licensing process

AMMAN — The Driver and Vehicle Licensing Department (DVLD) on Tuesday announced new measures to facilitate services for citizens taking advantage of recent exemptions for unlicensed vehicles. 

The department assured the public that it was prepared to handle the significant increase in visitors to its licensing offices and mobile stations, according to the Jordan News Agency, Petra. 

The DVLD also urged Citizens to benefit from these exemptions before the December 31 deadline, adding that the initiative aims to alleviate financial burdens, ensure vehicles are roadworthy, and prioritise public safety.

As part of its outreach efforts, the DVLD said that it will deploy a fully equipped mobile licensing station starting Sunday to serve the northern, central, and southern Badia regions, offering essential services such as vehicle inspections, licence renewals, and fee processing.

The DVLD also encouraged citizens to stay updated on the schedules and locations of the mobile stations through the official platforms of the Public Security Directorate. 

"These mobile stations will operate during and beyond regular business hours to maximise accessibility"

The exemptions, announced by the Cabinet last week, include waiving additional fees (penalties) for vehicles with expired licences, provided renewals are completed by year-end. 

Vehicle owners whose licences have lapsed for more than a year will also be exempt from holding fees for prior years and re-registration fees, if applicable.

This initiative aims to alleviate financial hardships for vehicle owners, streamline the process for long-unlicensed vehicles, and enhance road and public safety.

 

Jordan receives 1.6% long-term rainfall average — Water Ministry

AMMAN — The Kingdom has received 1.6 per cent of Jordan’s long-term average annual rainfall of 8.1 billion cubic metres since the start of the rainy season compared with 2.1 per cent recorded for the same date last year, the Ministry of Water and Irrigation said on Tuesday. 

The Adaseih region in Salt reported the highest precipitation over the past 24 hours, recording 9.3 millimetres, according to the Jordan News Agency, Petra.

The ministry also reported a significant boost in dam storage, with recent rainfall adding around 470,000 cubic metres of water to the Kingdom's dams in just 24 hours. 

This brought total storage levels to 57.3 million cubic metres, representing 19.9 per cent of their full capacity of 288.128 million cubic metres, the ministry said. 

The Kingdom’s 10 major dams’ full storage capacity stands at 280mcm.

 

Jerash North Theatre study highlights Roman odeion design, inscriptions, later structural additions

AMMAN — In the 1980s Australian, British and American teams were active in Jerash at the remains of the North Theatre (168 AD-230 AD). It is one of three Roman theatres in ancient Gerasa and the structure is located south of the north decumanus, west of the north tetrapylon. 

The first step back then was to fully document the extant structure, including recording the positions of all the fallen stones. A full measured survey of the theatre was carried out, together with a photographic survey and a detailed structural report of necessary repair and consolidation work. 

"A number of inscriptions carved in various places on the seat stones of the lower cavea [the curved part of the theatre in which spectators sat], have been interpreted as denoting the names of various municipal groupings, indicating that the odeion perhaps doubled as a council chamber at the time," said Susan Balderstone from Australian Institute of Archaeology.

 Balderstone added that other inscriptions found in the portico area form part of the one on the standing portico architrave and can be dated to 230 AD.

Several factors in the construction of the auditorium indicate that it was built in two stages and had some alterations made to its original form, Balderstone continued, noting that it is possible that the additions and alterations were made at the time of the later inscription. 

"It appears that the theatre in its original function as an odeion existed only to the height of the top of the praecinctio [the broad landing running around the theatre between each tier of seats] cornice, and that the upper cavea and internal vaulted passage which supports it were added later, Balderstone said. 

"A significant point about the design of the theatre which reinforces this theory is the nature of the praecinctio," Balderstone explained, adding that it can be seen in other Roman theatres which have a praecinctio, such asthe RomanTheatre in downtown Amman, and the South Theatre at Jerash.

It was designed to fulfill Vitruvius's rule that a line drawn from the lowest to the highest seat will touch all the top edges and angles of all the seats, thus allowing clear passage for the voice.

However, at the north theatre this is not the case. 

The praecinctio wall is unusually high, due to the need for head clearance through the doorways of the internal vomitoria (the entrances to the theatre which lead to the places where the people sat), and the thickness of the lintels (a horizontal support of timber, stone, concrete, or steel across the top of a door or window). 

"The extreme west vomitorium is almost complete, with lintel and architraves still in place. Steps lead up from just inside the doorway to the south to vie access to the upper cavea," Balderstone highlighted, adding that this may be another indication that the vaulted passage and upper cavea are a later addition to the original structure.

In the north theatre at Jerash the existence of several shallow round holes averaging "20cm in diameter in seat stones of both the upper and lower cavea, forming straight lines parallel to the diameter of the auditorium", suggests that there were internal supports, Balderstone pointed out.

Excavations of the stage and stage building have exposed the scena frons. 

"The stage floor was apparently timber, supported on beams recessed into the base of the scena at the rear and the pulpitum at the front. The central doorway in the north wall of the stage building has been blocked, perhaps at the same time as the building of the upper cavea, and has a fresco painted on the side facing the audience," Balderstone said.

 

 

JSF report shows 'higher' confidence in government institutions

AMMAN — The Jordan Strategy Forum (JSF) on Tuesday released a report entitled "Knowledge is power: social capital in Jordan - strengthening confidence for development". 

The report, examining data from the Arab Barometer and focusing on the results of the 2023/24 survey, tracks the evolution of confidence within the Jordanian society, including confidence in government institutions, according to the Jordan News Agency, Petra. 

The report also sheds light on public perceptions of key economic and social issues.

The results showed a positive trend in confidence in several areas compared to previous surveys, mainly confidence in the judiciary, government and Lower House. 

There is also growing confidence among Jordanians and a notable improvement in satisfaction with educational and health services, according to the report.

The forum stressed that social capital, especially confidence, has a crucial role in the success of government policies and programmes, and facilitates citizen cooperation and compliance, which are essential for the effective implementation of legislation and contribute to "stronger" economic performance.

The report also highlighted the importance of advancing the initiatives outlined in Jordan's economic and political modernisation visions, alongside the Public Sector Modernisation Roadmap, which are seen as essential to promoting cooperation among stakeholders, with the aim of increasing confidence in government institutions and fostering positive social relations.

The JSF urged all stakeholders to embrace the national visions as a foundation for driving meaningful change in Jordan's economy and society, paving the way for a more unified and progressive future.

 

‘Tax cut on EVs drives surge in clearances, licensing’

AMMAN — Over 1,400 electric vehicles are set for clearance at the Zarqa Free Zone, following the government's recent decision to reduce the special tax on electric cars by 50 per cent, President of the Jordan Free Zone Investor Commission (JFZIC) Mohammad Bustanji said on Tuesday.

Bustanji said that more than 200 vehicles have already been cleared, received their license plates, and left the free zone, according to the Jordan News Agency, Petra. 

He also noted that more than 1,200 vehicles have passed inspections for specifications and standards and are awaiting the completion of the electronic link between the Jordan Standards and Metrology Organisation (JSMO) and the Licensing Department to finalise the clearance and licensing process.

Bustanji also projected that the daily clearance rate would remain around 500 vehicles until early next week, with over 600 customs declarations expected to be processed by the end of the day.

Efforts are ongoing to clear and license between 300 and 400 vehicles per day in the coming days, Bustanji said, commending the coordination between customs, licensing, and free zone teams in handling the high demand.

Electric vehicle investor Haitham Qteishat highlighted the smooth clearance process, noting that the tax reduction has significantly boosted investor confidence and expedited vehicle clearances.

The recent Cabinet decision reduces the special tax on fully electric vehicles with a customs value between JD10,000 and JD25,000 from 40 per cent to 20 per cent, offering a substantial incentive for investors.

NCFA, Shamil Project sign MoU to enhance cooperation on family-related issues

AMMAN — The National Council for Family Affairs (NCFA) and the UK International Development-funded Shamil Project in Jordan on Tuesday signed a memorandum of understanding to enhance cooperation and partnership frameworks on issues of mutual interest related to family affairs.

NCFA Secretary-General Mohammad Miqdadi and Team Leader for Shamil Bernie Wyler signed the MoU, the Jordan News Agency, Petra, reported.

Miqdadi said that since its establishment, the NCFA has sought to institutionalise a collaborative approach among relevant agencies and institutions dealing with family affairs, 

He added that this approach aims at improving the quality of life for Jordanian families and their members through various programmes and projects implemented in partnership with other stakeholders.

The secretary-general noted that the MoU with the Shamil Project aims to further enhance cooperation between the two sides via developing a work plan for all activities to be carried out under the project. 

This includes sharing expertise, conducting research, preparing policy papers on family-related issues, and coordinating with partners and decision-makers, Miqdadi said, adding that the outcomes of these collaborative efforts will serve as a foundation for further studies reflecting the realities of family life and addressing issues related to family members.

For his part, Wyler expressed appreciation for the partnership with the NCFA through signing the MoU, which would contribute to realising the council’s vision to create "an enabling environment that allows Jordanian families to achieve stability and well-being."

He highlighted that a key focus of this partnership is capacity-building through developing evidence-based policies that protect all family members from risks they may face at various phases of their lives.

Under the agreement, both sides will participate in joint planning sessions in accordance with the priorities of each age group. 

They will also exchange capacity-building activities and meet training needs within this framework, further boosting mutual interests and cooperation opportunities based on each side's responsibilities. 

This collaboration will help assess needs, identify gaps, and avoid duplication of efforts.

 

EU Council approves €13.25 million in support of Jordan Armed Forces

AMMAN — The European Council has adopted an assistance measure under the European Peace Facility (EPF) worth €13.25 million in support of the Jordan Armed Forces (JAF).

Citing an "increasingly volatile regional context," the EU Council said in a statement that the assistance measure will contribute to strengthening the capacities of JAF to increase their ability to ensure Jordan’s stability and national security, and protect the civilian population. 

The Council said that the measure will provide concrete support to the Northern and Eastern JAF Commands with detection and counter measures systems, surveillance, and reconnaissance systems, as well as mobility and engineering equipment.

It also said that the decision taken on Monday is an "expression of the increasing EU-Jordan partnership, including in the field of security and defence. Jordan is a key partner for the EU and its member states, in view of its instrumental role for the stability of the region, as a voice of moderation and peace."

At the 15th EU-Jordan Association Council held on July 15in Brussels, the High Representative of the European Union for Foreign Affairs and Security Policy Josep Borrell and the Deputy Prime Minister and Foreign Minister Ayman Safadi agreed to further upgrade bilateral relations by launching preparations for a Strategic and Comprehensive Partnership, the statement said.

"This will allow to further advance cooperation between the EU and Jordan in key areas of mutual interest, including in the field of security and defence. Today’s [Monday's] adoption marks an important step towards an increasingly growing security and defence cooperation between the EU and Jordan.

AMMAN — Parliament on Monday presented its response to the Speech from the Throne, which was delivered by His Majesty King Abdullah on 18 November to inaugurate the 20th Parliament’s first ordinary session.

With HRH Crown Prince Hussein in attendance, the Senate’s response, delivered by Senate President Faisal Fayez at Raghadan Palace, reiterated support for His Majesty’s royal directives to enhance the role of political parties and the participation of women and youth, according to a Royal Court statement. 

Fayez affirmed the importance of implementing the Economic Modernisation Vision in providing a decent life for Jordanians and stimulating the growth of the national economy, while at the same time accelerating the modernisation of the public sector and building on Jordan's political and diplomatic stature and its relations with countries around the world.

He commended the King’s assertion that Jordan's future will not be subject to policies that do not meet its interests or those that deviate from its principles. 

Fayez reiterated the Senate's support for Jordan's efforts to stand firmly in the face of the aggression on Gaza and the Israeli violations in the West Bank, and to provide aid by air and land to the Strip, the statement said. 

He added that the Senate is keen to build positive relations with the government and the House of Representatives, which marks the beginning of the implementation of the political modernisation project.

In the House of Representatives’ response, House Speaker Ahmad Safadi affirmed that the people, army and security agencies stand united behind His Majesty in protecting Jordan and safeguarding its achievements, according to the statement. 

Safadi said Jordan is advancing towards a comprehensive modernisation across the political, economic, and administrative tracks.

He stressed Parliament's commitment to implementing His Majesty’s vision as stated in the Speech from the Throne, by closely cooperating with the government in accordance with the Constitution, as well as providing oversight to ensure the implementation of the modernisation process.

Safadi said the House will implement parliamentary practices that ensure competition is based on platforms and ideas, is rooted in integrity, and clearly reflects the State’s interests and priorities.

Describing the King’s steadfast position towards the Palestinian cause, Speaker Safadi noted the importance of the Hashemite Custodianship of Muslim and Christian holy sites in Jerusalem, the statement said. 

He highlighted His Majesty's efforts in supporting Palestinians and providing humanitarian aid to the Gaza Strip.

The Senate president and the House speaker both expressed pride in the army and security agencies for their efforts in defending Jordan and its stability.

A number of Royal Family members, the prime minister and the Judicial Council president, as well as senior officials attended Parliament’s response to the Speech from the Throne.
