Shraideh announces 2nd edition of Impact Assessment Policy Guide

AMMAN — Deputy Prime Minister for Economic Affairs and Minister of State for Public Sector Modernisation Nasser Shraideh  on Thursday attended the launch ceremony of the second edition of the Impact Assessment Policy Guide, prepared by the Prime Ministry in collaboration and coordination with the Ministry of Planning and International Cooperation, with support from the Multi-Donor Trust Fund for growth in Jordan.

The handbook aims to contribute to improving the quality of legislation and government intervention in order to create more effective and efficient reform operations, the Jordan News Agency, Petra, reported. 

During the launch ceremony, Shraideh said that the handbook is one of seven key components of the public sector modernisation roadmap, specifically focusing on the development of decision-making mechanisms and government policies. Through the handbook, the government seeks to enhance the formulation of policies and decisions in various economic and social fields, he said. It is important to understand the impact of any policy or decision, he added.

The digitisation of services in a number of ministries and government entities is ongoing, Shraideh affirmed, adding that the government aims to digitise at least 40 per cent of the total 2,500 government services.

Widad Quteishat, Director of the Prime Ministry’s department for Public Sector Reform Programme Management and Implementation, indicated that the handbook serves as a reference and regulatory document, aiming to unify a range of impact assessment methodologies. It includes tools, mechanisms and models that provide assistance to decision-makers while emphasising the importance of consultation.

Ghadeer Eskandarani, the Head of the Impact Assessment Studies Department, mentioned that the first handbook was issued in 2020, followed by the release of the second handbook in 2022. The handbooks were developed as part of a collaborative effort involving the Legislative and Opinion Bureau and the support of World Bank experts, she noted.

The legislative impact assessment policy is one of the ongoing reforms under the Economic Reform Matrix (2018-2024), which is guided by the implementation of good legislative practices. The development and implementation of the policy are supported by the Jordan Inclusive Growth and Economic Opportunities Multi-Donor Trust Fund, with the assistance of the Economic Reform Support Unit at the Ministry of Planning and International Cooperation.

The World Bank Group manages the fund in collaboration with the Ministry of Planning and International Cooperation, with financial contributions from the UK, the Netherlands, Canada, Germany and Norway. These countries actively support Jordan's economic reform efforts.
