Strategy introduces costed framework, strengthens prevention, coordination, survivor-centred services


AMMAN — Deputising for the Prime Minister, Minister of Social Development Wafaa Bani Mustafa on Monday launched the National Multi-Sectoral Action Plan for the Prevention of and Response to Child Protection Issues, Family Violence, and Violence against Women and Girls (2026–2030).

The plan, developed by the National Council for Family Affairs (NCFA) in partnership with UNICEF and UNFPA, provides a costed national framework aimed at strengthening prevention and response systems across sectors.

It was prepared through a broad participatory process involving government institutions, civil society organisations, UN agencies, and technical experts, and included consultations with hundreds of stakeholders, including children, women, persons with disabilities, service providers, and specialists.

Bani Mustafa said the plan reflects Jordan’s national approach, under the leadership of His Majesty King Abdullah, to protecting human dignity and strengthening social cohesion, stressing that family stability remains a cornerstone of national development.

She said the strategy aligns with the Economic Modernisation Vision (2023–2033), the National Social Protection Strategy (2025–2033), and the Sustainable Development Goals (SDGs), and underscores that protecting women and children is a shared national responsibility requiring coordinated action across all institutions.

The minister added that the plan translates national priorities into measurable actions through clear performance indicators and monitoring and evaluation mechanisms to ensure effective implementation and accountability.

She also highlighted the importance of prevention through community awareness, life skills programmes, and family and community empowerment, alongside expanding access to integrated services providing social, psychological, health and legal support under one roof.

NCFA Secretary-General Mohammad Maqdadi said that the plan represents a shift towards a unified national protection system based on an evidence-driven methodology and coordinated institutional response.

He said that violence is a structural issue linked to poverty, social norms and gaps in early intervention, stressing that the new framework focuses on prevention as well as response and aims to address root causes rather than isolated cases.

UNFPA Jordan Country Representative Himyar Abdulmoghni said the plan provides a unified framework to guide national efforts on violence prevention and strengthen coordination across sectors, describing violence against women and girls as a development issue with broader social and economic impacts.

He added that investing in prevention should be viewed as a long-term investment in development, rather than a fiscal burden, given its impact on health, justice and social protection systems.

UNICEF Representative to Jordan Marc Rubin said the framework brings together coordinated systems, sustained investment and action at all levels to improve protection outcomes for children and families.

He added that the effectiveness of the plan will depend on implementation, coordination and sustained institutional commitment, alongside adequate resources.

The plan is expected to guide national efforts over the next five years to strengthen prevention mechanisms and ensure more efficient and equitable delivery of protection services across Jordan, according to officials.
