Shraideh unveils public sector modernisation plans, new administrative protocols

AMMAN — There is a tendency to integrate human resources and institutional development organisational units into one directorate with a unified structure, said Minister for Economic Affairs and Minister of State for Public Sector Modernisation Nasser Shraideh on Monday.

Speaking during an extended meeting with heads, directors and secretaries-general of human resources and institutional performance development units, Shraideh affirmed the importance of administrative modernisation to create an accountable and effective public sector that enables the Kingdom to address its challenges and meet futuristic ambitions.

“The public sector modernisation roadmap seeks to ensure institutional development through organisational structuring, improving and building policy-making mechanisms, encouraging teamwork, and developing the human resources system.” according to Shraideh, who added that “ it is a lot easier for the public sector to carry out its assigned tasks when it possesses the needed competencies and experiences”.

Stressing the importance of digital public services, the minister noted that one major trend is the emphasis on the development and the reengineering of government procedures to boost overall public performance.

“There are nearly 2500 administrative public services provided in ministries and other public institutions… and until now 41 per cent of these services have been digitised,” 

“By the end of 2025, all public services will be digitised,” the minister noted.

Shraideh announced that at the beginning of next year, a new authority will be established. The Services and Public Administration Authority will be the “legal successor” of the Civil Service Bureau. 

The minister also said that the authority will base its functions on new operational principles. 

During the meeting, head of the Civil Service Bureau, Sameh Al Nasser, announced the launch of the second phase of the job description update project which aims to achieve equity and keep up to date with the current career requirements. He confirmed that determining job classification levels helps create improved administrative management. 

The meeting shed light on the 2023-2027 Civil Service Bureau’s Human Resources strategy, Institute of Public Administration strategy, and it focused on a number of development projects including career development projects, in addition to the thematic and quantitative classification of posts.

Updating Civil Service Bureau’s job descriptions, assessing governmental job competencies, and linking individuals and organisational performances were also among the main topics discussed.
