Jordan advances implementation of UNSCR 1325 second action plan — minister

AMMAN — Jordan has made significant progress in implementing its second National Action Plan (NAP) for the UN Security Council Resolution (UNSCR) 1325 on Women, Peace and Security, Minister of Social Development Wafa Bani Mustafa said on Tuesday.

Bani Mustafa, who is also chair of the Ministerial Committee for Women’s Empowerment, made the remarks while chairing a meeting of the steering committee overseeing the plan’s implementation, according to a ministry statement.

Minister of State for Foreign Affairs Nancy Namrouqa, Minister of State for Legal Affairs Fayyad Qudah, Secretary-General of the National Commission for Women (JNCW) Maha Ali, UN Women Jordan Representative Nicolas Burniat, as well as representatives of partner ministries, official institutions and civil society organisations attended the meeting.

Bani Mustafa noted that 110 countries worldwide developed action plans to implement UNSCR 1325, with 29, including Jordan, allocating dedicated budgets.

She added that Jordan sought to localise the plan, making it responsive to community needs and ensuring wide stakeholder participation, noting that Jordanian institutions, following a Cabinet approval, formally adopted the plan.

The second NAP expanded its scope to include crises and shocks, as well as justice and diplomacy, according to Bani Mustafa, who emphasised the “strong” partnership among all stakeholders, including civil society.

She also highlighted the important role played by UN Women and the JNCW in supporting the plan’s implementation at the national level.

Ali said that the second NAP was developed through a participatory approach and comprehensively addressed the resolution’s themes, from increasing women’s participation in the security, military, diplomatic and justice sectors to boosting their role in prevention, protection and crisis response.

The JNCW secretary-general also pointed to efforts to restructure the plan’s governance framework to enhance effectiveness and increase civil society participation, including through the formation of a steering committee and a forum representing 61 civil society organisations.

During the meeting, the JNCW team presented the executive summary of the 2024 annual report on the NAP’s implementation, highlighting key achievements documented with data from implementing agencies.

The report showed that progress under the first outcome, ensuring gender-responsive approaches in the security, military, diplomatic and justice sectors, rose to 94 per cent for 2024–2025 compared with 54 per cent for 2023–2024.

For the second outcome, related to women’s effective participation in decision-making frameworks for crisis prevention and response, climate change, natural disasters, pandemics and armed conflicts, progress increased to 78 per cent compared with 33 per cent in the previous period.

Achievements under the third outcome, ensuring safe access to gender-responsive social protection, as well as essential and humanitarian services, rose to 98 per cent compared with 41 per cent previously.

The fourth outcome, boosting the role of schools, community leaders, media and youth in promoting gender equality, preventing violence, discrimination and extremism, and advancing women’s leadership in security, military and other institutions, rose to 74 per cent compared with 47 per cent.

The meeting concluded with a broad discussion among participants, who exchanged views on the achievements and priorities of Jordan’s second NAP for UNSCR 1325.
