Funding package forms part of a 3b euros to support programme for Jordan covering water, green transition, development initiatives

AMMAN — The EU has announced up to 1.6 billion euros in support for the Aqaba-Amman Water Desalination and Conveyance Project, known as the National Water Carrier.

The funding package is provided by the EU, the European Investment Bank, the European Bank for Reconstruction and Development (EBRD) and EU member states, Al Mamlaka TV reported.

The EU said that the support aims to strengthen the resilience of Jordan’s economy, accelerate the green transition and create job opportunities.

The project includes a desalination plant in Aqaba with an annual capacity of 300 million cubic metres, a 438-kilometre water transmission system and a 281-megawatt solar power plant.

The EU said its total financial package for Jordan for the 2025–2027 period is valued at around 3 billion euros, including 640 million euros in grants, 1.4 billion euros in investments and 1 billion euros in concessional loans.

The EBRD has also provided a 12 million euros loan to establish the Aqaba Digital Hub, while other initiatives include a 12 million euros sustainable economic development programme funded by the EU and Germany, in addition to support for women-led enterprises.

Since 2019, the EU has invested more than 202 million euros in education and vocational training programmes to enhance human capital development in Jordan.

The initiatives include 30 million euros for human capital development, 20 million euros to improve education quality in underprivileged schools, 26 million euros to digitise social services for persons with disabilities, 10 million euros for vocational training and 6.4 million euros to promote youth participation in democratic life.

To support refugees, the EU has allocated 240 million euros over three years to assist Syrian refugees, in addition to 80 million euros for cash assistance and social services.

The support also includes a 24.8 million euros solid waste management project at Zaatari refugee camp. Meanwhile, the EDU-SYRIA programme has provided more than 37.6 million euros in scholarships since 2015, with an additional 9 million euros currently under implementation.

In the security and border management sectors, the EU is providing 25 million euros to strengthen integrated border management and counter cyber threats, as well as an additional 10 million euros to enhance Jordan’s capabilities along its northern and eastern borders.
