AMMAN — The Cabinet on Wednesday endorsed the draft regulations for appointments to senior government positions.

As per the new rules, the Ministry of Public Sector Development and the Civil Service Bureau (CSB), in coordination with the relevant institutions, will prepare job descriptions for the senior appointments that include the tasks, duties, responsibilities and requirements for each position.

The CSB will submit the job descriptions to the Cabinet for approval, according to Public Sector Development Minister Khleef Al Khawaldeh.

Under the regulations, appointments to senior positions will be decided by a ministerial committee chaired by the deputy prime minister and including the ministers of justice and public sector development, as well as two other ministers named by the premier, in addition to an expert as members.

The regulations stipulate that the public institution seeking to fill a vacancy must post an announcement on its website and the Prime Ministry’s website for one week as well as an advertisement in a daily newspaper.

Applicants should submit all the required documents, including résumés and copies of certificates to the prime minister’s office, and each will get a receipt.

According to the draft regulations, the prime minister will then form a committee, chaired by head of the CSB, to review the applications.

The applications that meet the job requirements will then be forwarded to the expert member in the ministerial committee, who will select 10 candidates who are deemed the most suitable to fill the vacancy.

The rules specify that 50 per cent of the appointing criteria is based on technical knowledge, experience in the field and the relevance of the candidate's education to the position.

The remaining 50 per cent is divided between management capabilities (20 per cent), negotiation and strategic planning skills (20 per cent) and the candidate's attitude and the impression he leaves (10 per cent).

The prime minister is then sent the names of the five most suitable candidates. After the results are reviewed, the premier refers the candidates to the ministerial committee for interviews.

The number of referred candidates can be lower if fewer people apply for the job or meet the requirements.

The ministerial committee then short-lists the candidates based on the results of their evaluation and submits the list to the expert member, who recommends that the Cabinet appoints the applicant with the highest score.
